After the transfer of Peremohy Park to the ownership of Mykolaiv, communal workers have already put things in order there. However, the 2024 budget does not include money for the repair of sports grounds and the skate park.
Mykolaiv City Mayor Oleksandr Sienkevych said this during a press conference, NikVesti writes.
So far, utility workers have separated the territory of the stadium from the passage of cars, now they will only be able to pass from the territory of Rybachyi Stan. Also, grass was mowed on the territory of Peremohy Park, overgrowth was removed, and markings were placed on the paths.
However, the restoration of the sports grounds and the skate park, about which Mykolaiv residents complained about their state of emergency, requires additional funds, which are currently insufficient in the budget, in particular, due to the loss of the military personal income tax.
«We have already put things in order in Peremohy Park. I can't say that there is beauty there, but at least order is given there. All this is done by the forces of communal enterprises. Of course, there is no skate park there, which we would like to restore and we would also like to make a sports ground there, which was planned. There is also a toilet. In order to restore the sports fields located near PSU and facing Peremogu Park. For this, it is necessary to allocate funds, but these funds are not provided for in the 2024 budget. We did not even count how much money is needed for this. If we had military income tax, we could afford it, but now we don't have it, so we won't be able to do it,» said Oleksandr Sienkevych.
Also in October, officials and utility workers planted young pine trees in Peremohy Park.
We will remind that the stadium in Peremohy Park was built and solemnly opened back in the fall of 2013. The current Minister of Education and Science of Ukraine Dmytro Tabachnyk, Prime Minister of Ukraine Mykola Azarov, head of the Mykolaiv Regional State Administration Mykola Kruhlov, representatives of the city and regional authorities, as well as rectors of all Mykolaiv universities came to the opening of the stadium.
The journalists of NikVesti filmed how the stadium looked in 2020.
In 2017, the then first deputy head of the Mykolaiv regional state administration, Viacheslav Bon, appealed to the deputies of the Mykolaiv city council with a request to «urgently consider» the allocation of a subvention to the regional budget in the amount of 40 million 170 thousand hryvnias for the completion of the construction of a sports complex in the Peremohy Park.
At the same time, on April 25, 2017, at the session of the Mykolaiv City Council, the deputies of the Mykolaiv City Council tasked the then acting First Deputy Mayor Andrii Dadyverin, Deputy Mayors Valentyna Bondarenko and Yevgeny Shevchenko, at the request of the Mykolaiv Regional State Administration , to prepare draft decisions of the City Council on the allocation of 40 million 170 thousand hryvnias of subvention for the town in the Peremohy park, but on the condition of further transfer of this object to the communal property of the city.
Also, the city council deputies made changes to the city's socio-economic development program and the city's budget regarding the allocation of a subvention to the regional budget in the amount of 40 million 170 thousand hryvnias for the completion of the construction of the sports complex in the park.
In September 2017, a sports complex was opened in Peremohy Park near the fencing school. The stadium was opened by sports schools, federations and clubs, passing through a solemn parade.
A year later, in September 2018, deputies of the housing and communal services commission agreed to transfer the Mykolaiv sports complex in Peremohy Park to the balance sheet.
In April 2019, Oleksandr Sienkevych was outraged that the stadium in Peremohy Park has not yet been transferred to the city's balance sheet, calling the current situation «idiocy.»
People's deputies of Ukraine from the «Servant of the People» party, Iryna Allahverdiieva and Oleksandr Pasichnyi, appealed to the then Prime Minister Oleksiy Honcharuk with a request to transfer the sports complex in the Peremohy Park to Mykolaiv communal ownership.
Later it became known that the Ministry of Education and Science of Ukraine cannot transfer the sports complex in the park to the city's balance due to insufficient funding to complete the state registration of property rights.
In May 2020, Mayor Oleksandr Sienkevych said that the sports complex in Peremohy Park has not yet been transferred to the city's balance due to the reluctance of the Sukhomlynskyi Mykolaiv National University team that manages it.
