Properties in Bulgaria and shares in foreign companies: what Mykolaiv City Council member Horbenko declared

In 2025, Natalia Horbenko, a member of the Mykolaiv City Council from the Servant of the People party, purchased a flat in Bulgaria and became the owner of shares in several foreign companies, from which she receives dividends.

This is evidenced by her declaration, published in the NACP register.

The declaration lists a residential property measuring 354.5 square metres in Mykolaiv, which has been owned by Natalia Gorbenko’s husband since 2025.

The councillor owns several properties in Bulgaria: one with an area of 39.89 square metres, valued at 531,881 hryvnias, since 2022; one with an area of 58.34 square metres (2.9 million hryvnias), since 2024; and, from 2025, a property of 43.65 square metres (1.7 million hryvnias).

Since 2023, the MP’s husband has owned a plot of land in the Vinnytsia region measuring 65,609 square metres, valued at 655,015 hryvnias, and in the Khmelnytskyi region measuring 22,674 square metres (212,687 hryvnias).

He has also owned a ZAZ-1105 57 passenger pick-up truck, manufactured in 2006, since 2006, valued at 28,000 hryvnias. Natalia Horbenko has owned a 2019 Mazda CX-3 since 2020 (640,000 hryvnias).

In 2025, Natalia Horbenko became the owner of shares and other securities in foreign funds. These include: 155 units of the SPDR Portfolio S&P 500 Growth ETF, 39 units of the Dow Jones Industrial ETF, 42 shares of Amazon.com, Inc., 405 units of the iShares Short-Term Corporate Bond ETF, 425 units of the Vanguard Short-Term Inflation-Protected Securities ETF, 80 in the iShares Core MSCI Pacific ETF, 50 in the iShares US Consumer Staples ETF, 25 in the SPDR Gold Shares ETF, 60 shares in NVIDIA Corporation, 25 in the Invesco Aerospace & Defense ETF (PPA), 4 — ALIBABA GROUP HOLDING-SP ADR, 915 shares — MHP SE, 100 — KERNEL HOLDING SA, 4,100 — FERREXPO PLC, and 2 bonds issued by international financial organisations: United States Treasury T 3 02/15/47.

In addition, since 2024, the councillor has held 1 share in Warner Bros. Discovery, Inc. In total, Natalia Horbenko owns 6,428 securities.

Natalia Horbenko’s husband owns 100% of the corporate rights in PP «Legoklin» and LLC «Astrea MK», and 33.3% in VF «Legkolin». It is also stated that, from 2022, the MP holds corporate rights in the charity organisation «Shchedryk», though the exact amount is not specified.

As an entrepreneur in 2025, Natalia Horbenko earned 494,500 hryvnias, received 901,793 hryvnias in salary from the «Shchedryk» Charitable Foundation, and also declared 1,375 hryvnias as additional benefits and 454 hryvnias in interest from «Universalbank».

In addition, the councillor received 3.1 million hryvnias in income from the disposal of real estate, 1.1 million hryvnias in income from the disposal of securities and corporate rights in Tesla Inc, and 43,048 hryvnias from ALIBABA GROUP HOLDING-SP ADR.

Furthermore, Natalia Horbenko declared a total of 71,953 hryvnias in dividends from foreign companies and 951 hryvnias in interest from the United States Treasury T 3 02/15/47.

The councillor’s husband declared 80,460 hryvnias in pension, 4,184 hryvnias in additional benefits from «Universalbank», 511,296 hryvnias in salary from the municipal enterprise «Animal Protection Centre», and 12,528 hryvnias from «Astrea MK» LLC. He received 48,978 hryvnias in income from letting out property, 23,688 hryvnias in «other income» from Tvoe Kolo LLC, and 1,582 hryvnias from Aval Bank.

Natalia Horbenko holds 73,727 hryvnias, 64,532 euros (in Bulgaria), 11,314 euros (in Ukraine), 5,581 hryvnias for her sole trader business, and 1,194 US dollars in the bank. She has also declared deposits with credit unions and other non-bank financial institutions: 10,000 euros and 10,415 US dollars. The councillor holds 500,000 hryvnias in cash.

In 2024, the councillor took out a loan of 3 million hryvnias.
