A modular shelter is being built for the Shevchenkove community’s nursery school at a cost of over ₴9 million

Photo for illustrative purposes from the archive of NikVestiA further 3.7 million hryvnias is set to be allocated for the construction of a modular shelter for the «Zhuravlyk» nursery school in the village of Mykolaivske, Shevchenkove community. ₴5.9 million has already been allocated for work on this same project.
This is evidenced by procurement data in the Prozorro system, according to NikVesti.
The Shevchenkove village council had planned the construction of the shelter for the nursery as far back as August 2025. At that time, the cost of the works amounted to 5 million 969 thousand hryvnias. The contractor was YUR PROEKT BUD LLC.
The project involved earthworks, the construction of a foundation with concrete preparation and waterproofing, the installation of reinforced concrete slabs, the erection of monolithic walls and partitions, and the installation of floor slabs and staircases. Plans also included the thermal insulation and waterproofing of the structures.
Shortly after the contract was signed with the limited liability company «YUR PROJECT BUD», adjustments were made to the project. A supplementary agreement in April this year stated that the allocation of funding would be amended. 4,179,000 hryvnias was earmarked for 2025, and 1,789,000 hryvnias for 2026. According to the certificates of completion, 5,969,000 hryvnias was paid to the contractor.
The Department of Education, Youth and Sport of the Shevchenkove Village Council has now announced a new tender for works under the revised project. The estimated cost of the procurement is 3,736,607 hryvnias (excluding VAT) from the local budget.

The project involves not only the installation of the modular structure itself, but also its interior and exterior fit-out. The shelter is to be fitted with flooring, and the walls and partitions are to be plastered and painted; electricity, water supply, drainage and heating systems are to be installed.
The project also specifically provides for the shelter to be accessible to people with disabilities and other groups with reduced mobility. It is to be fitted with 28 pictograms and signs in Braille, handrails, a call button, tactile indicators and high-contrast markings on stairs and doors. Handrails near the toilets, a door closer, dispensers, grab rails, shelves, mirrors and other necessary equipment are also provided for.
In addition, the contractor must install water supply and drainage systems, lighting, heating, ventilation and a public address system.
Bidders may now submit their tender proposals. The auction and the selection of the successful bidder will take place after 23 October.
It should be noted that the reconstruction of the destroyed school in the village of Zelenyi Hai, Shevchenkove community, Mykolaiv region, is scheduled to be completed by the end of 2026. The project is valued at 2.7 million euros, to be funded by the Lithuanian Foundation for Cooperation and Humanitarian Aid in partnership with Taiwan.
The destroyed school in Zelenyi Hai
An enemy missile struck the school building in the village of Zelenyi Hai, Shevchenkivska community, Mykolaiv region, on 13 March 2022. Afterwards, only ruins remained where the renovated and well-maintained buildings once stood. Local residents were killed as a result of the building’s destruction. Subsequently, investigators began gathering evidence of war crimes committed by Russian military personnel on the school grounds in the village of Zelenyi Hai. During their inspection, experts discovered and seized fragments of ammunition and other evidence of war crimes.
Plans to rebuild the school with funding from international partners were announced in June 2024. It was reported at the time that Lithuania intended to restore the destroyed school — the relevant initiative was approved on 5 June at a meeting of the country’s Cabinet of Ministers.
