In Mykolaiv, there are plans to update the regulations governing the operation of the city’s veterans’ support centre, as the current document, approved in 2024, does not reflect how the organisation actually operates.

This was discussed at a meeting of the Mykolaiv City Council's Health Committee, according to NikVesti.

Serhii Zaitsev, head of the city’s department for veterans’ policy, explained that the current regulations are outdated, and the proposed document effectively sets out a new set of rules for the institution’s operations.

«There is no such regulation anywhere else in Ukraine. And with this new regulation, we are restructuring the organisation,» he said.

The new document proposes setting out the procedure for appointing the centre’s director on a competitive basis, as well as their accountability and interaction with the relevant department. They also wish to clearly specify the institution’s status in its name — a municipal institution of the Mykolaiv City Council.

During the discussion, councillors asked why regulations had been drawn up for the centre rather than a charter. Serhii Zaitsev replied that he was not prepared to explain why this particular form of document had been chosen from the outset.

Consequently, the committee members proposed consulting the city council’s legal department for clarification. Consideration of the matter was postponed until next Tuesday.

It should be noted that, according to the draft of the new regulations, the centre will continue to provide free psychological and legal assistance to war veterans, demobilised military personnel and the families of defenders who have been killed or are missing in action. The provisions also include social support, advice on support programmes, assistance with paperwork, sports rehabilitation and vocational rehabilitation.
