head of the Department of Culture of Mykolaiv City Council

Yurii Liubarov is head of the Department of Culture of Mykolaiv City Council. He comments on funding for cultural institutions: in 2026 music schools in Mykolaiv cut classes because the city budget lacked money, and on the Cabinet of Ministers resolution raising salaries in culture Liubarov said it was up to local authorities to find the funds. In October 2026, after the restructuring of executive bodies promoted by the mayor, heritage protection was separated from his department, and Liubarov said he had not supported the change. There are no large celebrations in Mykolaiv during the war, and in December 2025 he said putting up the Christmas tree was not his job.

MykVisti covers his statements on libraries and cultural centres, City Day, the competition for a new coat of arms and a museum of the totalitarian era.
