A new industrial park, «Mykolaiv», has been registered in the Mishkovo-Pogorilivska community in the Mykolaiv region. Plans are in place to invest over ₴143 million in its development and to create more than 2,400 jobs.

This was reported by the Ministry of Economy and Environment of Ukraine. The Cabinet of Ministers adopted the relevant decision on 28 October 2026.

The industrial park will cover 56 hectares, and its operations are planned to last for 50 years. The plan is to host enterprises there that will manufacture machinery, electrical equipment, automotive parts, metal and plastic products, as well as foodstuffs. In addition, the development of alternative energy sources is envisaged.

More than 143 million hryvnias are to be raised to develop the park. This funding is to come from the initiating company, future investors, state support and other sources.

As explained by the government, industrial parks are eligible for state aid of up to 150 million hryvnias to build the necessary infrastructure.

The initiator of the park’s creation is «Mykolaiv Industrial Park» LLC. According to the OpenDataBot analytical platform, the company was registered on 26 November 2024. Its owners are Valentyn Chekmariov, who holds a 70 per cent stake in the company, and Rustamdzhan Sadridinov, a member of the Mykolaiv City Council, who holds a 30 per cent stake. The director is Oleksandr Protsiuk.

The company’s authorised capital stands at 4.9 million hryvnias. According to its 2025 financial statements, the company had no revenue, reported a loss of 286,700 hryvnias and had one employee.

What other industrial parks were planned for the Mykolaiv region, and are they operational?

NikVesti previously reported that two industrial parks had been registered in the region — SUNART in the Kryve Ozero community and «Techno Park Voznesensk» in the Voznesensk community. As of 2025, neither of them had yet become fully operational.

In particular, «Techno Park Voznesensk» was registered in 2024. It covers 19 hectares, and around 56 million hryvnias were earmarked for its development. The intention was to develop mechanical engineering, the production of building materials and other industrial sectors there.

The 11-hectare SUNART Industrial Park was established in the Kryve Ozero community. It was planned to be developed as a site for the processing of agricultural produce, in particular sunflower seeds and soya.

There were also plans to create another industrial park in Mykolaiv. In January 2025, city councillors included it in the economic and social development programme. To this end, they identified a 190-hectare site in the Inhulskyi district between the Bashtanka and Kherson highways. The project envisages the establishment of industrial enterprises, service facilities and the necessary infrastructure. The concept was developed in collaboration with the Italian company One Works.

In February 2026, NikVesti also reported on plans to create an industrial park in the Domanivka community. The intention is to locate it on the site of a former dairy and commercial complex. The community’s head, Viktor Vlasiuk, explained that they are considering the possibility of processing raw materials, including waste, and bottling water there.

The future park will cover an area of around 11 hectares. In June, Viktor Vlasiuk told NikVesti that the community had commissioned the development of a detailed site plan.

In addition, Bashtanka was seeking one million hryvnias to prepare the concept and project documentation for its own industrial park. The town council submitted the relevant project to the state DREAM system.

There was another example in Mykolaiv. In 2018, the «Enerhiia» industrial park, covering an area of 36 hectares in the Korabelnyi district, was included in the state register. However, in March 2024, the Cabinet of Ministers removed it from the register due to a failure to submit activity reports.

At the end of October 2026, the Mykolaiv Regional Military Administration once again identified the development of industrial parks as one of the region’s priorities. During the presentation of the regional action plan for 2026–2027, Svitlana Shapovalova, Deputy Director of the Department of Economic Development, reported on two registered parks, the search for a management company for a third, and preparations for the registration of two more.

Why there is talk of a special economic zone in Mykolaiv

Mykolaiv’s mayor, Oleksandr Sienkevych, has previously emphasised that the state should help to establish industrial and technology parks in areas affected by the war. In his view, this will help to revive the economy, create jobs and boost revenue for local budgets.

In an article by NikVesti on the prospects for a special economic zone, Oleksandr Sienkevych explained that it is difficult for the city to compete with other regions for investors due to a lack of competitive advantages over other areas. Therefore, in his view, it is necessary to establish economic zones in the form of industrial parks.

According to the mayor, the authorities, together with representatives of Danish business, have been working on proposals for additional tax incentives for frontline regions.

Dmytro Falko, the city council secretary, also spoke of the need to create a free economic zone. He believed that special conditions for business could attract investors willing to invest in Mykolaiv. Dmytro Falko proposed discussing with business owners the possibility of tax holidays, VAT concessions and simplified customs procedures. At the same time, he pointed out that previous experience with a free economic zone in Mykolaiv had not lived up to expectations.
