Deputies of the Mykolaiv City Council initiate a meeting with the new head of the Main Directorate of the National Police in the Mykolaiv Region, Serhii Makhnо, to discuss their «level of mutual understanding».
The corresponding decision was initiated by the deputies during the meeting of the city council commission on economic policy on October 24, writes «NikVesti».
Such an idea arose during consideration of the issue of extending the program «Promoting the activities of law enforcement agencies in the territory of the city of Mykolaiv» to 2024. The speaker assured that at the moment we are talking only about the continuation of the program, and not about the allocation of funds for its implementation. Although, he added, the program «proposes to provide» 19 million hryvnias of assistance to law enforcement agencies over the next year.
The issue of financial assistance to law enforcement agencies caused a discussion among the members of the commission. In particular, deputy Andrii Yantar emphasized that the police ignore the decision of the city council regarding the wartime ban on the movement of motor vehicles without a muffler.
— We were told «we have no opportunity and we will not do it.» What kind of cooperation is this? If we allocate funds, we should receive something in return. I regarded it as an impudent answer, — said Andrii Yantar.
At the same time, deputy Dmytro Sichko believes that until today the cooperation between the city council and the police of the Mykolaiv region had a «very low level» and offered to organize a meeting with the new police leadership in order to discuss the issue of their further communication.
— I also want to support my colleague Yantar in the fact that, unfortunately, our cooperation did not turn out to be normal. We allocate sufficient funds within the city budget for road repair. This is no longer a subvention, but the funds of residents who pay taxes. And the situation that we had in the summer, when trucks, which without problems entered the city loaded and destroyed the asphalt. After that, we, again, spend the funds of the city residents on the repair of this asphalt. Because, unfortunately, for various reasons, we could not find an understanding with our police regarding the issue of control over trucks. While this understanding existed in other cities and regions. We will soon have the adoption of the budget, so I would like to ask you to help us organize such a meeting with representatives of law enforcement agencies, especially since there is a new leadership there, who primarily control the issues of the patrol police, so that we understand in which direction we should move and what level of mutual understanding we have. Because what we had was a very low level, — he said.
The members of the commission supported the initiative to organize a meeting of the deputy corps with the new leadership of the regional police.
We remind you that at the beginning of September 2023, the Mykolaiv City Council decided to introduce additional restrictions during martial law. In particular, it was forbidden to set off fireworks and drive vehicles that create an excessive level of noise.
Commenting on the initiative, the head of the Patrol Police Department in the Mykolaiv region, Vitalii Danila, explained that law enforcement officers have no legal grounds to prohibit people from driving vehicles without silencers or with modified silencers.
However, the mayor of Mykolaiv, Oleksandr Sienkevych, believes that the patrol police can influence cases of vehicles without a silencer being used in the city during martial law, if they had the desire to do so.
At the same time, People's Deputy of Ukraine from the «Servant of the People» party, Ihor Nehulevskyy, said that in Kyiv, law enforcement agencies managed to solve cases of vehicles without a silencer during martial law in one week.
