Mykolayiv RMA explained that direct contracts for the design of shelters for ₴7 million with a newly created company allowed to save the budget

The Department of Architecture of Mykolaiv State University concluded 18 direct contracts for the development of DED for the repair of shelters with the company «Architectural Bureau — Khvylia 89» LLC for 7 million hryvnias, arguing that the designer performs the work efficiently and quickly. It also made it possible to save over 900,000 hryvnias from the budget, RMA claims.

Mykolayiv RMA reacted to the publication of «NikVesti» within the framework of the work group «Transparency and Accountability», the press service reported.

Earlier, «NikVesti» reported that the department of architecture of the Mykolayiv RMA concluded 27 direct contracts for the development of design and estimate documentation and the carrying out of capital repairs of public sector institutions with the company from LLC «Architectural bureau — Khvylia 89», which has existed for less than six months and is owned by a member of the public council of the region on restoration issues.

Subsequently, it turned out that Mykolayiv RMA later published a notice in ProZorro about the termination of contracts for the last 8 tenders (for major repairs), clarifying that the reports were published by mistake. The funds were not paid. In this way, the Department of Architecture of Mykolaiv State University concluded 18 direct contracts for the total amount of 7 million 93 thousand hryvnias.

As noted in RMA, Oleksii Zemlianyy, who represents the specified company, was excluded from the working group on the development of the «Program of comprehensive restoration of the Mykolayiv region» in order to avoid misunderstandings regarding the work of his company «Architectural Bureau — Khvylia 89».

«Oleksii Zemlianyy was included in the working group «On the development of the project of the Comprehensive Restoration Program of Mykolaiv Oblast for 2023-2025» as a member of a public organization and an active member of the community. So far, the issue of including specific projects in the restoration program has not been discussed during the meetings of the working group. In addition, Oleksii Zemlianyy expressed his desire to be excluded from this working group in order to avoid any misunderstandings regarding the work of the designer's company. The head of the Mykolayiv RMA will be notified of such a wish of a member of the working group in the near future», — the RMA noted.

In the explanation of Mykolayiv RMA, it is also stated that the Department of Architecture did not hold open tenders for the development of the DED for the repair of shelters, for the overhaul of educational institutions and the construction of a new educational institution, since the cost of the works is less than 1.5 million hryvnias.

«Also, the designer provided the Department of Architecture with a price proposal for the performance of works lower than the instruction on determining the cost of design, scientific design, search works and examination of project documentation for construction provides. That made it possible to save money for the total amount of over 900 thousand hryvnias», — the RMA answered.

The amount of work under the contract also includes the cost of the examination, the Mykolayiv RMA explains, adding that the designer has taken over the expenses related to its payment, which also allows us to claim additional cost savings.

At the same time, the RMA states that the authorized person who enters data into the public procurement system made a technical error during the publication of reports on the conclusion of direct contracts for the production of DED in the Prozorro system of 8 such documents.

«Namely, the SCPC code was incorrectly specified, to eliminate this error, the reports were closed on 09/26/2023 with a 0 value to prevent a violation of the legislation, and the correct reports with the correct SCPC code were published on 09/26/2023. That is, the error was eliminated on the same day», — they summarized.

As noted in Mykolayiv RMA, currently LLC «Architectural Bureau https://nikvesti.com/ua/news/politics/278464 Khvylia 89» is one of the largest active project enterprises in terms of the number of employees and total experience in the Mykolayiv region.

«The company has assembled a team of professional and experienced design engineers who, in accordance with state building regulations, can perform design work on construction objects of the consequences class СС1, СС2, СС3. The team consists of 23 professional and experienced engineers and architects, as well as 6 non-engineering employees», — the Mykolayiv RMA added.

We remind that in October Vitalii Kim created a working group under the Mykolaiv Regional Military Administration, the task of which will be to ensure transparency and accountability of the activities of public bodies.

It was previously reported that the Mykolaiv Regional Military Administration will purchase gabions to protect 10 critical infrastructure facilities of the energy sector of the Mykolaiv Region from possible Russian shelling.

In addition, the head of Mykolayiv RMA Vitalii Kim reported that the critical infrastructure of the region is not a priority target for Russian shelling, but the local authorities have been preparing for possible threats for several months.
