Mykolaivvoblteploenerho stated that the failure of the start of the heating season was the fault of the managers of condominiums and management companies, which poorly prepared the networks. Only 4% of condominiums and management companies received certificates of readiness for the heating season.
Mykolaivovoblteploenero RCE director Mykola Lohvinov told about this on the air of MART television company.
According to him, the enterprise was ready for the start of the heating season, therefore, the problem in the city «is not with starting heat, but with the possibility of condominiums, HMCs to receive this heat.» He also added that 95-99% of all problems with the supply of heat to consumers' apartments are problems of the indoor network.
«Management companies and condominiums poorly prepared for the heating season. Acts of readiness are currently 4%. About 60-70% passed hydraulic tests. They didn't prepare much anymore. The city cannot influence them in any way — after the relevant reform, it is all private business, they believe that they should not prepare for the heating season, because these are additional costs, and for some reason they think that these are all the whims of the heat generating company. As the launch shows, 95-99% of all problems with the supply of heat to consumers' apartments are problems of the indoor network,» says the director of RCE.
As an example of a negligent attitude to the preparation of buildings, he said that there was a case when in one of the houses, water simply flowed from the pipes into the sewer because the management company did not properly bleed the air from the system.
«The balancer of internal networks is a condominium, a management company or ZHEK. Therefore, people should ask them whether they have received certificates of readiness, because the tariff for the maintenance of houses includes preparation for the heating season. But, unfortunately, management companies and condominiums are very negligent about this. Yes, we will provide heat, but the question is whether they can accept it and whether there will be surges in the networks? Our emergency service phones are broken this week — hundreds of calls either due to the lack of heat in the houses or due to surges in the networks. People should receive quality service, because they pay for heat,» says Mykola Lohvinov.
Previously , the deputy of the Mykolaiv City Council Fedir Panchenko criticized the preparation of the CHP for the heating season. He emphasized that despite the promise of the Mykolaiv CHP state enterprise about 95% readiness, half of the subscribers remained without heating.
As a reminder, the 2023-24 heating season in Mykolaiv began on November 14. As of the evening of November 18, the company Mykolaiv CHP connected half of the total number of consumers in Mykolaiv to heat. At the same time, in September, the CHP reported that it was 92% ready for the start of the heating season. The company only has to complete renovation work on two large areas.
As of the evening of November 20, there were dozens of apartment buildings in Mykolaiv without heating. In several districts of the city, repair works of heating networks are ongoing. Then the first deputy of Mykolaiv city mayor Vitalii Lukov announced that they plan to connect all residential buildings of Mykolaiv to heat in a few days. To do this, the employees of the CHP and regional thermal power plant are currently working on the elimination of surges.
On the evening of November 21, there were still more than 400 apartment buildings in the city without heating.
The Mykolaiv CHP said that delays in the supply of heat to multi-apartment buildings occurred due to large gusts on the main pipelines of the heating lines. The CHP also announced that they will repair all emergency networks in order to provide heat to all consumers until November 26.
