Bilhorod-Dnistrovsky seaport was sold for ₴90 million: this is half the original price

The State Property Fund sold at auction the single property complex of the state enterprise «Bilhorod-Dnistrovsky Sea Trade Port». The winning price was 90 million hryvnias.
This is evidenced by the information on the website Prozorro.Prodazhi.
The auction took place on November 7, the price of the lot started at 88.99 million hryvnias. The company «Top-Offer» offered 90 million hryvnias for the asset. These were 13 tenders for the sale of the state stevedore, noted the director of the port, Oksana Kiktenko. During this time, the price of the lot fell by 100 million hryvnias.
«We hope for a successful completion of privatization and the beginning of a new history of the enterprise,» she wrote.
To complete the privatization, the buyer must transfer 108 million hryvnias, including tax, to the account of the State Property Fund of Ukraine.
The company «Top-Offer», which became the winner of the auction, was registered at the end of 2023 in Kyiv. The main type of activity is the leasing and operation of own or leased real estate, according to YouControl data.
Evgeny Bohuslavskyi is indicated as the founder and ultimate beneficiary. The company's income for 2023 is 20 thousand hryvnias.
Bilhorod-Dnistrovsky port is located on the western shore of the Dniester estuary. It is located on 59 hectares of the main territory of the port (has access to nine berths) and over 5 hectares of the territory of the Buhaz port point (one berth) in the village of Zatoka.
The port also includes nine vessels, four diesel locomotives, 18 gantry cranes and 56 vehicles (part of which is leased).
The port was put up for sale for the first time in early March 2023, but the auction was deemed not to have taken place. At the second auction, Ukrdoninvest LLC of businessman Vitalii Kropachev offered 220 million hryvnias for the port, but never transferred the money.
Earlier, Oksana Kiktenko stated that the Ukrainian companies Nibulon and Nika-Tera are interested in the privatization of the Bilhorod-Dnistrovsky port. Subsequently, Group DF stated that it would not participate in the auction.
According to the director of the port, potential buyers of the Bilhorod-Dnistrovsky port were scared away by the depth of the approach channel, which has an actual depth of 1.9 meters compared to the passport's 5.5 meters.
