City Council session approves budget adjustments for 2025: what housing and communal services will receive and what items were cut

Voting at the second attempt: Mykolaiv City Council approves changes to the 2025 budget. Photo: NikVestiDeputies of the Mykolaiv City Council have approved amendments to the city's budget for 2025, agreeing on the redistribution of expenditures and taking into account new state transfers.
The relevant decision was made on 11 December at a meeting of the city council session, according to NikVesti.
During the consideration of the issue, Director of the Finance Department Vira Svyatelyk said that the revenue part of the budget for 2025 is envisaged at 6.6 billion hryvnias, while expenditures are 7.4 billion hryvnias. During the intersessional period, the city received a number of transfers from the state budget:
- ₴135 million — a subsidy for the exercise of powers of local self-government bodies in the de-occupied and affected territories;
- ₴61.2 million — a subvention for schoolchildren's meals;
- ₴40 million — subvention for additional payments to teachers;
- ₴8 million — a subvention for the construction and reconstruction of housing for temporary residence.
As a result of the amendments, the largest amount of additional funds will be allocated to the Department of Housing and Communal Services — ₴225.8 million, including the state subsidy. The largest amount of this is ₴53 million, which will be spent on replenishing the authorised capital of utility companies.
NikVesti previously asked the Department of Housing and Communal Services for details of these expenditures, but received no response.
The following adjustments are also proposed as part of the redistribution:
— ₴2.9 million is taken away from the executive committee from the direction of land management (Department of Architecture and Urban Development);
— Expenditures for the Department of Housing and Communal Services are increased:
- to support the activities of organisations providing housing and communal services — +5 million hryvnias;
- for landscaping — +36 million hryvnias;
- for water purification — +₴14 million (a total of ₴63 million for this area in 2025);
- for road maintenance and development — +₴10 million, for a total of ₴123 million in the amended budget.
During the session, Dmytro Bezdolnyi, Director of the Department of Housing and Communal Services, announced the distribution of funds between utilities:
City Light — ₴2 million 300 million;
ME «Animal Protection Centre» — ₴2 million 571;
ME «DES «Pilot» — ₴2 million 275;
Separately, for the elimination of the consequences of shelling, ME «DES «Pilot» — 600 thousand hryvnias;
Another 3 million 193 thousand hryvnias for the affordable water programme: ME «DES «Pilot»;
Mykolaiv Funeral Service — 4 million 420 thousand hryvnias;
The largest amount will be received by ME «Mykolaiv Parks» — 15 million 805 thousand hryvnias;
KSMEP — 4 million 586 thousand hryvnias;
ME «ELU Avtodorig» — 6 million 236 thousand hryvnias.
Separately, 905 thousand hryvnias was allocated for waste management to ME «ELU Avtodorig».
Mayor Oleksandr Sienkevych explained that as part of the redistribution, the city had to collect «all possible funds» from capital programmes and district administrations to close protected items.
«In this draft decision on budget redistribution, we have collected all the funds from capital construction, and we have collected funds from district administrations to cover the issue of protected items,» said the mayor of Mykolaiv.
In addition, during the discussion, Serhii Kantor asked when councillors would be able to see the draft budget for 2026.
Oleksandr Sienkevych replied that the preparation is complicated by the new rules on public investment, and assured that next week he would instruct the main spending units and MEs to form a list of expenditures and protected items. The document will then be sent to the Planning and Budget Commission for consideration.
«Next year, we plan to take no risks; if subventions are allocated, we will reallocate the funds. We continue to ask for money, even demand it. I think we will propose to consider the 2026 budget on 29 or 30 December,» said the mayor of Mykolaiv.
During the first vote, the draft decision did not receive support: «for» — 27 out of 36 deputies.
Andrii Yermolaiev proposed to return the issue to the agenda and vote again — with the amendment that additional appointments should be used only for salaries, accruals, teacher allowances and utility bills.
In response, Vitalii Kim, head of the RMA and a city council member, said that some deputies were abstaining to promote their own political interests and called on «to officially report those involved in sabotaging».
After the discussion, the issue was put to a vote again, without the amendment of Andrii Yermolaiev. «For» — 33 deputies, «abstained» — 7, total 40. Decision adopted.
