In Mykolaiv, two residential buildings were removed from the list for demolition due to damage caused by Russian aggression. There is now an opportunity to restore them with international funding.

The decision was made during a meeting of the executive committee on 25 February, according to NikVesti.

The buildings in question are located at 25 Naberezhna Street, buildings 1 and 2. Previously, based on the results of a technical inspection, they were included in the list of objects recommended for demolition due to significant damage and high restoration costs.

As explained by Ihor Nabatov, first deputy director of the Housing and Utilities Department of the Mykolaiv City Council, the decision to exclude the buildings from the list is related to the prospect of their participation in an international restoration project.

«We are excluding two buildings because they are included in the HOPE project, and we hope that they will be restored with international funding. Earlier technical reports noted that the buildings could be restored, but it would be a costly project. Therefore, it was recommended to consider their demolition,» he said.

As of February 2026, 14 buildings in the city have been officially designated for complete or partial demolition. To date, eight buildings have been partially or completely demolished.

Completely demolished buildings:

  • 35/1 Zavodska Street — demolition in December 2023, cost 1.9 million hryvnias.

  • 35/3 Zavodska Street — December 2023, cost 1.7 million hryvnias.

  • 35/5 Zavodska Street — December 2023, cost 5.3 million hryvnias.

  • 6 Oleksandra Klepikova (Lohovenka) Street — May 2024, cost 4.4 million hryvnias

  • 49 B-1 Velyka Morska Street — July 2023, cost 146,300 hryvnias.

Partial demolition (entrances or individual flats):

  • 13 Vadym Blahovisnyi Street (Nikolska Street) — partial demolition of apartments №11, 12, 13, 26 in December 2023, cost 533,200 hryvnias.

  • 49/1 General Oleksa Almazov Street (General Karpenko Street) — partial demolition of the 4th entrance in December 2023, cost 2 million 89 thousand hryvnias.

  • 13 Vadym Blahovisnyi Street (Nikolska Street) — complete demolition of apartment №14 in August 2023, at a cost of 115,100 hryvnias.

In total, since 2022, 16.3 million hryvnias have been spent from the city budget on demolition. Read more about this in the article by NikVesti: «Three months for a five-storey building: how destroyed houses are demolished in Mykolaiv».

Earlier, Mykolaiv Mayor Oleksandr Sienkevych said he expects that after the project documentation for the restoration of 54 residential high-rise buildings under the Hope project is developed, the World Bank will finance their reconstruction.

In general, the restoration of 54 high-rise buildings within the Hope project, for which the World Bank is currently spending 150.3 million hryvnias on the development of reconstruction projects, is planned to begin by November 2027.

Reconstruction of 54 buildings in Mykolaiv

Mykolaiv is one of five communities selected for the Hope grant project, which is funded by the World Bank. In Mykolaiv, 54 houses were selected and divided into 21 clusters. 150.3 million hryvnias will be spent on their design.

NikVesti asked the city authorities whether they would be able to rebuild the residential buildings according to the developed projects before their term expires. They replied that they were not sure whether they would be able to rebuild all the houses by 2027.

It later became known that this list included at least four buildings for which design and estimate documentation had already been developed. This is discussed in the article by NikVesti «Projects to rebuild four buildings in Mykolaiv will be commissioned twice: Why this happened and how the authorities will avoid duplication».

The Department of Housing and Communal Services explained that the projects already developed by the city include stabilisation measures, while the Hope project focuses on energy conservation and improvement. «In any case, our projects are more narrow in scope than those that will be developed within the framework of HOPE,» they added.

Tenders are currently underway to find designers for the major renovation of apartment buildings included in Hope.
