Updated rules on urban improvement are set to be approved in Mykolaiv

Mykolaiv City Council plans to approve new urban improvement regulations. The document has been submitted for consideration at a city council meeting.
The regulations will set out requirements for the upkeep of public spaces, green areas, buildings, courtyards, roads and other urban amenities. They will be binding on public authorities, businesses, organisations, housing associations, entrepreneurs and local residents.
In particular, owners and users of buildings and plots of land will be required to keep not only their own premises clean, but also the surrounding area. Specific cleaning boundaries have been set for different types of property:
- Block of flats (homeowners’ associations / property managers): 20 metres from the building’s wall (but no further than the carriageway);
- Detached houses and garden plots: 5 metres from the plot boundary or fence;
- Detached garages, sheds and cellars: 5 metres from the boundary of the structure;
- Landowners or land users: 15 metres from the plot boundary;
- Shops, markets, restaurants, vehicle service centres, car parks: 25 metres from the boundary of the plot; Petrol stations: 30 metres from the boundary of the plot;
- Temporary structures (kiosks, market stalls): at least 5 metres around the perimeter of the structure;
- Waste container sites: 5 metres from the site boundary;
- Construction sites: 5 metres (for sites up to 0.01 hectares) or 25 metres (for sites larger than 0.01 hectares).
Separate rules specify what will be prohibited. In particular, it will not be permitted to:
- erect kiosks, outdoor seating areas and advertising structures without authorisation;
- post notices on trees, posts, fences and bus stops;
- damage green spaces;
- burn leaves, grass, branches and domestic or industrial waste;
- park cars on lawns, green spaces and children’s play areas;
- discharge waste, petroleum products or untreated effluent onto roads, lawns, into storm drains or water bodies;
- partially alter or paint the façades of blocks of flats without the relevant approval.
The regulations also set out requirements for the management of household waste. All residents and legal entities must have a waste collection contract. Household waste may be placed out for collection between 05:30 and 20:00. Separate waste collection is also provided for. Glass and PET bottles must be collected in special mesh containers.
Furthermore, as previously reported, the new measures include a requirement to install local CCTV systems during new construction, major refurbishment or comprehensive improvements to courtyards, parks, bus stops, car parks and other public spaces. The cameras must be connected to the city’s CCTV network.
Furthermore, requirements have been laid down for building façades, signs and advertising structures. It will be prohibited to alter façades without authorisation or to install any structures without prior approval.
The regulations also set out specific requirements regarding accessibility. It is prohibited to create obstacles for people with disabilities and other people with reduced mobility — in particular, to obstruct ramps, kerb ramps and tactile paving. During renovation works, property owners must also provide safe temporary access routes and repair any damaged accessibility features.
The draft resolution is to be considered and approved by members of the Mykolaiv City Council at a session.
As a reminder, a working group has been set up in Mykolaiv to address issues relating to the development of the outdoor advertising market, the regulation of advertising structures and the preparation of proposals regarding their placement in the city.
