A pilot project is being launched in Mykolaiv with the support of the EU anti-corruption initiative. The Department of Economics of the City Council will monitor the prices for works performed by the Department of Housing and Communal Services of the City Council.
The executive committee of the Mykolaiv City Council adopted the relevant decision on May 8, writes NikVesti.
It is about monitoring the prices of basic materials used during major and current repairs, construction and reconstruction of objects, the customer of which is the Department of Housing and Communal Services, explained the director of the Department of Economics, Tetiana Shulichenko.
«This project is being implemented as a pilot together with the EU anti-corruption initiative. The department of prices of the Department of Economy will conduct monitoring of basic materials within the scope of works and services exceeding 40 thousand hryvnias. Monitoring will be carried out in three directions: by obtaining commercial proposals, by monitoring the Prozorro system and by open sources. Based on this information, the average price will be calculated and published on the website. In accordance with this decision, the Department of Housing and Social Services must take this monitoring into account when drawing up its estimates,» said Tetiana Shulichenko.
It is worth noting that the Department of Internal Financial Control, Supervision and Anti-Corruption of the Mykolaiv City Council works for these needs. In accordance with its provision on structural divisions, it must deal with the issue of targeted and effective use of Mykolaiv budget funds. For this purpose, the «anti-corruption» department, on behalf of the mayor, must «conduct an analysis of projects of normative and regulatory documents, contracts, tender documentation.»
We will remind, the mayor of Mykolaiv, Oleksandr Sienkevych, obliged managers of funds to conduct auctions more transparently and to inform the city council about their implementation. Before that, it was reported that in Mykolaiv 2.5 million hryvnias, which were supposed to be used for the improvement of the «Ternivske Ring», will be redirected to help the military. Mayor Oleksandr Sienkevych noted that they wanted to spend these funds there, because «this is the ring that meets people at the entrance to the city.» However, the townspeople took the news negatively, so they abandoned this idea.
It is also known that the Kingdom of Denmark, which took patronage over the Mykolaiv region, monitors and controls the direction of the city's financial expenses, which they cover, said the Danish ambassador to Ukraine, Ole Egberg Mikkelsen. One of the factors of reducing risks is that all purchases are made through international organizations.
