City councillors had previously considered this issue but did not support the relevant resolution.
This is set out in a new draft resolution of the Mykolaiv City Council, according to NikVesti.
According to the document, it is proposed to increase the enterprise’s authorised capital from 100.1 million to 105.1 million hryvnias at the expense of the city budget. Councillors are also to approve a new version of the municipal enterprise’s articles of association.
In addition, it is proposed that five new types of activity be added to the enterprise’s remit. In particular, «Mykolaiv Parks» will be able to engage in timber harvesting, the wholesale trade in timber, building materials and fuel, retail trade outside of shops, as well as letting out property.
The articles of association also provide for the possibility of selling timber obtained from the felling and pruning of trees, and of making municipal property available for paid use in accordance with the law.
Among the company’s other areas of activity, the document lists the manufacture of machinery and equipment for the Defence Forces, the repair of shelters, the construction of fortifications and the processing of recyclable materials.
At the same time, the main task of «Mykolaiv Parks» remains the care of green spaces and the maintenance of parks, public gardens, city beaches and other public amenities.
The powers of the company’s director are set out separately in the articles of association. In particular, the director may enter into contracts independently; however, agreements worth 10 per cent or more of the company’s assets will require the approval of the Department of Municipal Services.
It was precisely this issue that previously prompted comments from councillors during the consideration of the draft resolution.
The document is now due to be considered by councillors of the Mykolaiv City Council.
It should be recalled that in July 2026, the City Council’s Budget Committee did not support an increase in the authorised capital of «Mykolaiv Parks» by 5 million hryvnias.
At the time, the Department of Municipal Services explained that this did not involve the allocation of new funds, but rather the formalisation of a state subsidy which the city had received in 2025 for the purchase of municipal equipment. The company used this money to purchase four lorries and a tractor.
Subsequently, on 26 August, city councillors also failed to support the relevant draft resolution. During the discussion, they raised questions regarding the director’s authority to enter into major contracts and the company’s ability to lease out municipal property.
NikVesti had previously reported that, over five years, the authorised capital of the municipal enterprise «Mykolaiv Parks» had increased more than 110-fold — from 907,000 to over 100 million hryvnias.
