Kim: There will be no country without mobilization

The head of the Mykolaiv Regional Military Administration (OVA) Vitalii Kim is sure that Ukrainians must be motivated to serve in the Armed Forces of Ukraine, otherwise it is impossible to save the state.

This was discussed on January 12 at the «Decision Center» project of the «Iceland» TV channel, in which Vitalii Kim became a participant, NikVesti writes.

He noted that in Ukraine, the population's attitude to war depends on the geographical proximity to hostilities.

«As far as I know, the attitude to the war is divided territorially. Every area where the enemy has come, stands up and defends its land without question. Like Mykolaiv, Kharkiv, Donetsk, Luhansk, Kherson regions. But for those who are further away from the problem, it is not a trigger for them to drop everything and go to defend. But if we have region by region brothers, then there will be no sense. Everyone should gather and defend the entire territory of the country, win back their own. So the attitude is also quite unfair, since the eastern regions suffer the most, and we listen to those who live a peaceful life in the center, in the west, in Kyiv, in Odesa. People who live a civilian life do not fight. In the front-line cities, and under shelling every day, someone dies, there is destruction, when they come to Kyiv, to Odesa, they say: «What is happening? We live on the front line, we live every day with the thought of our victory, we do everything for it. Why don't you react?» said Vitalii Kim.

He noted that depending on the proximity of war threats, the attitude of residents to peace negotiations also changes.

«Front-line regions say: «Maybe we can talk about peace negotiations?». The central regions say: «Well, we don't know,» and the western regions say: «No negotiations, we're going to Moscow,» said the head of the Mykolaiv Oblast.

Vitalii Kim believes that the goal of the national telethon should be to influence precisely those people who have not yet made a decision about mobilization, namely, to motivate Ukrainians to go to the defense of the state.

«There are a lot of people, everyone has different motivations. Some need money, some need fame. Someone does it for themselves, and someone has no choice. If you add money, the number of people who will fight will definitely increase. Because there is a standard of living. I am discussing the problem of mobilization here so that the people who hesitate, not those who fight, and not those who definitely will not go, but those who are inside, many patriots are good people, and they read and hesitate. So that they make the right decision. Our task is not to exclude the telethon, but to include what should work for the people who are making decisions now. We do not need those who no longer want to fight. We need those who think. They look at the government, at the soldiers, at the people and make decisions for themselves. We need to reach out to the people, because if we don't, we won't have a state. And these people too. And he «drinks borjomi» late, when everything has already failed. Ask those in the occupation: who among them is ready to take up arms and go now? Why did you poke then? Ask them. They will say: «I was a sheep, I had to go and fight.» He doesn't care about anything else. Because they know what will happen if they occupy. Our task is to reach people, to sneeze at ratings. We need to reach the people who actually make decisions. That middle, which has not been determined. We don't want to lose, do we? Do you need people? Needed. It is impossible to discuss something that is not necessary. The decision to go must be made. Mobilization is needed, I think 100% will say that. Because there is no mobilization, there is no country,» said Vitalii Kim.

During the discussion of the problem that arose due to the discussion of the draft law on mobilization and the decision of the Verkhovna Rada to return it to the Government for revision, Vitalii Kim said that «it was not necessary to show it at all», but simply to accept it.

«There was no need to show it at all. He had to accept everything and declare everything... People are demanding victory, a counteroffensive. They say to the worthy: We need victory, do it. What do you need? He says: I need people. He goes to the Ministry of Defense, says: Comrade, I have a task from the people - victory. I need people. Give me weapons, give me people. Cabinet, develop a law, Zaluzhnyi says that people are needed. This is such a chain,» said Vitalii Kim.

The updated law on mobilization in Ukraine

On December 19, the President of Ukraine, Volodymyr Zelenskyy, gave a final press conference, where he announced that the General Staff and the Commander-in-Chief of the Armed Forces of Ukraine Valery Zaluzhnyi proposed to mobilize up to 400,000-500,000 more people for military operations.

Subsequently, the Commander-in-Chief of the Ukrainian Armed Forces Valerii Zaluzhnyi commented on the plans to mobilize 500,000 people into the ranks of the Ukrainian army. He said the command did not request specific numbers.

The head of the «Servant of the People» presidential faction, David Arahamiia, said that on December 25, the government was supposed to submit a draft law on mobilization, which he is working on at the request of the military.

On January 4, the Council's Committee on National Security, Defense and Intelligence began considering a new law on mobilization. The discussion together with the command of the Armed Forces and representatives of the Ministry of Defense will last several days.

On January 11, draft law No. 10378 on improving mobilization, military registration and military service was sent back for revision.

What about the mobilization in Mykolaiv Oblast?

As you know, during the full-scale war, 33,000 residents of the Mykolaiv Oblast were mobilized into the ranks of the Armed Forces.

The head of the Mykolaiv regional military administration , Vitaly Kim, expressed his belief in the need for mobilization after personal communication with the military, who are currently defending the state.

The head of the RMA added that money should not be the main motivation for protecting the state.

In response to this, Oksana Kaliuzhna, a member of the Mykolaiv Regional Council, reacted negatively to the regional leadership's statement regarding mobilization, comparing the issuing of summonses to evasioners to catching dogs.

Lowering the conscription age in Ukraine

As for the conscription age, Volodymyr Zelenskyy believes that such a decision is fully reasoned. At the press conference, he agreed with the proposal to reduce the age limit for men on military registration from 27 to 25 years from 27 to 25 years.

This opinion is also shared by Major General Dmytro Marchenko, who considers it absolutely necessary to lower the conscription age.

Are women mobilized?

The President of Ukraine criticized the idea of forced mobilization of women.

«Women's mobilization — no, I will not sign. As for 25 years: if it is argued — and today I see that it is necessary — then I will agree with it,» said the president.

As you know, Ukraine currently has a clearly defined list of reasons and necessary documents for the postponement of conscripts from mobilization. A postponement can be granted due to health conditions, due to the presence of three or more minor children or caring for parents with disabilities.

We will remind that in June of this year, the Verkhovna Rada of Ukraine submitted a draft law on reducing the list of persons who can receive a deferment from military service. After the signing of the law by President Volodymyr Zelenskyy, it will be possible not to serve only if there are no other people in the family capable of supporting a person with a disability.
