The dormitory of the sports college damaged by shelling will be rebuilt in Mykolaiv: the work will cost ₴53.4 million

In Mykolaiv, they are planning to rebuild the dormitory of the vocational college of physical culture, which was damaged by shelling. 53.4 million hryvnias will be spent on this.

This is evidenced by the data of the public procurement system ProZorro, and in the comment NikVesti in the Department of Architecture and Capital Construction of the Mykolaiv Regional Military Administration specified that the institution will be rebuilt at the expense of the state budget.

The RMA Department concluded a contract for the reconstruction of the dormitory with the only company that took part in the tender — Master Bud-montazh LLC.

According to the tender documents, the contractor must update the walls and partitions inside the building, install new windows and doors, lay a new floor and baseboards, as well as repair and insulate the external facade by December 31, 2025.

At the same time, he must install new water supply, sewage, ventilation, heating, lightning protection, electric lighting and fire alarm systems with automatic fire extinguishing.

The total cost of restoring the dormitory building is 79.5 million hryvnias, of which 17.8 million hryvnias are from the regional budget, according to data on the website of the state DREAM system.

It is worth noting that the Master Bud-montazh company has already received a contract for the reconstruction of the college dormitory for the second time. In July 2023, the architecture department of RMA already announced a corresponding tender for 22.3 million hryvnias, and Master Bud-montazh undertook to perform these works.

However, last September, the State Audit Service came to the conclusion that the officials should have rejected the proposal of cospan. In December, early termination of the contract with a reduction in cost was agreed with the contractor. Thus, Master Bud-montazh received six million less than expected: 16.3 million hryvnias from the regional development budget.

The State Audit Service also audited the second tender for the reconstruction of the vocational college dormitory announced this year. However, this time the auditors did not find any violations.

The company Master Bud-montazh is registered in Mykolaiv and has been operating for more than four years, according to the data of the analytical system YouControl. It is engaged in 18 types of activities, the main of which is specialized construction work.

Dmytro Chepak is the director of Master Bud-Montazh, and the authorized capital of the company is only 2 thousand hryvnias. At the same time, during 2024, the company received contracts for a total amount of 73.3 million hryvnias through tenders. In addition to the reconstruction of the dormitory of the vocational college, this year Master Bud-montazh also received a contract for the arrangement of a shelter in Lyceum №38 named after Volodymyr Chaika for 19.9 million hryvnias.

Among the customers of the Master Bud-montazh works are the Infrastructure Administration and the Department of Architecture and Capital Construction of the Mykolayiv Oblast, the Mykolayiv Oblast Communal Complex Children's and Youth Sports School and the Snihurivka City Council.

It will be recalled that the Russian military shelled the buildings of the professional college of physical culture in October 2022. At that time, classrooms, a dormitory and a fencing hall were affected by the attack. In particular, Olympic champions Olha Harlan and Olena Khomrova studied in this educational institution.

As part of the «EU4UASchools: Build Back Better» project, one of the buildings was restored at the expense of the European Union and UNDP. With the participation of partners in the educational institution, the ceiling and floor were replaced, a shelter for 400 people was equipped, new windows and doors were installed, toilets were repaired, the facade and roof were renovated, and the training halls were remodeled.

The restored college building and shelter were inspected by UNDP representatives in September 2024.
