Mykolaiv City Hall wants to attract international funds for shore fortification

The other day in Mykolaiv, part of the coastline of the Namyv microdistrict collapsed. The city council reported that they plan to attract international funds for coastal fortification works.

The First Deputy Mayor of Mykolaiv Vitalii Lukov reported this in a comment to NikVesti.

According to him, the collapse does not pose a great threat to residential buildings, as they are at a great distance from this place.

— Our commission went there and looked. There, the shore was washed away in the widest part. That is, the road and houses are far away. So far, it does not pose such a big threat. «Parks» is looking into whether it is possible to do something with those trees: strengthen or transplant them. Next, we will try to act more globally. But this money is very big and for the next year it is possible only with the involvement of (non-budgetary funds of Mykolaiv, note). About 700 million hryvnias of personal income tax have already been withdrawn from us this year. Next year, the city will definitely not have such money of its own. Therefore, we will look for an opportunity through environmental state or international funds, said Vitalii Lukov.

Currently, the city hall is studying the existing project for coastal fortification of Namyv, but it is outdated, says the deputy mayor: «The project documentation is currently being revised. The project is old, even before the invasion, and needs revision. We will try to push it next year through the funds of the Cabinet of Ministers or grant «environmental» funds.»

He also noted that in 2017 the cost of the Namyv coastal fortification project was 16 million 300 thousand hryvnias, but «the money was not found then and this project, unfortunately, was not implemented.»

— It is clear that now, in the current prices and the current situation, this project needs to be listed, he added.

It will be recalled that in February 2022 it was reported that 48 million hryvnias would be needed to strengthen the coastline of the Namyv microdistrict, but there were no funds for this in the city budget.

Two years before that, in November 2020, the mayor of Mykolaiv Oleksandr Sienkevych promised that the strengthening of the coastline would begin in 2021.

Journalists showed the results of the destruction of the coastline of the Namiv microdistrict in June 2018. Then the water took away several meters of the beach, and the foundations of high-rise buildings began to sink.

In the same year, residents of Namyv began to sound the alarm that water was washing away the coastline. On this occasion, a meeting was held in Mykolayiv City Hall, where the possible implementation of the coastal fortification project, the improvement of the beach strip and the sanitary condition of the territory were discussed.

In addition, in 2016, the Department of Housing and Communal Services announced tenders for the development of the Namyv shore fortification project worth 416,000 hryvnias. For this, they planned to build an embankment. Then the company «DBK-Proekt», with which the contract was signed and which developed the coastal fortification project, won the bidding.

In October 2019, it became known that the Department of Capital Construction of Mykolaiv City Council will spend 1 million 472 thousand 340 hryvnias on the development of a project to strengthen the Namiv's coastline. Later, the head of the Ukrainian Design Bureau, Hryhorii Patoka, explained that the need to develop a second project is related to a change in certain norms in construction.
