The Shevchenkove Village Council explained why the damaged house in Promin is not being repaired

The Shevchenkove Village Council has drawn up a plan, costing 300,000 hryvnias, to repair a high-rise block in the village of Promin in the Mykolaiv region that was damaged by Russian shelling. However, it is unable to secure funding for the work.

This is reported in an article by NikVesti entitled «No Door Home: Residents of a Damaged Building in Mykolaiv region have entered through a window for four years».

The village council says it is currently seeking partners to fund the work, but the organisations with which it has held talks have so far refused to agree to restore the building. One of the reasons cited is the village’s distance from the active combat zone.

«At present, the issue of resolving the problem with this block of flats remains unresolved. The funds we are working with are not willing to undertake the repairs to this block. The primary reason is the distance from the active combat zone,» the village council reported.

Response from the Shevchenkove Village Council to an information request from ‘NikVesti’

The community noted that they are prepared to contribute to the funding of the repairs and cover 20 per cent of the cost, provided a fund or other partner can be found to pay for the remainder of the work.

Separately, the community explained why some residents are unable to benefit from the state’s ‘e-Restoration’ programme. In total, flat owners submitted 17 applications: seven were approved, nine were rejected, and one is still under consideration.

According to the village council, the rejections relate to flats located in the part of the building where the communal areas — the entrance hall — are damaged. As a result, they do not meet the conditions of Cabinet of Ministers Resolution №381, which governs the provision of compensation under the «eVidnovlennia» programme.

In its information request, NikVesti also asked for a copy of the design and cost estimate documentation for the restoration of the building or the damaged entrance hall. This was to include, in particular, the estimated cost of the works. However, the Shevchenkove Village Council did not provide this document.

It should be noted that village heads in the Mykolaiv region say that some residents, whose homes were completely destroyed, have received housing certificates and have decided not to return to their communities.
