The refurbishment of the shelter at Lyceum №3 in Mykolaiv is scheduled to be completed by the end of the year

Oleksii Savchuk, Head of the Capital Construction Department at Mykolaiv City Council, has announced that funding to complete the renovation of the air-raid shelter at Mykolaiv Lyceum №3 has now been secured, and all work is scheduled to be completed by the end of 2026.

He made these remarks in a comment to NikVesti.

According to the ProZorro public procurement system, the total cost of the additional work on the shelter’s reconstruction amounts to 15.5 million hryvnias. Of this sum, 3.3 million hryvnias is being allocated from the state budget as part of a subvention. A further 1.41 million hryvnias is earmarked as co-funding from the Mykolaiv regional budget, and 10.87 million hryvnias from the city budget under the programme for implementing public investment projects in the education sector.

The Capital Construction Department and the contractor have amended the contract. The cost of the works has remained unchanged; however, the parties have reallocated the funding between 2025 and 2026 and added requirements to the contract regarding compliance with EU environmental and construction standards, as the project is co-financed under the Ukraine Facility programme.

Initially, the refurbishment was scheduled to be completed by 30 July 2026. However, the works have been delayed. As Oleksii Savchuk explained, the project has effectively been without state funding since the start of the year.

However, Mykolaiv has now received the funds to carry out the project.

«On 27 April 2026, funds from the state grant were transferred to the accounts of the Mykolaiv community, which made it possible to secure funding for this work. The total estimated cost is 51.2 million hryvnias. 70 per cent is state funding and approximately 30 per cent is local funding,» he noted.

Regarding the timeframe for the works, Oleksii Savchuk noted that the reconstruction of the shelter is scheduled to be completed by the end of 2026, as stipulated by the terms of the state funding programme.

It should be recalled that the total cost of the shelter’s reconstruction was initially estimated at 35.8 million hryvnias, but the cost subsequently rose to 51.2 million hryvnias. It then became clear that additional work was required.

According to the tender documentation, the project involves deepening the basement, reinforcing the structures, carrying out construction work, installing water supply, sewerage, heating, ventilation and electrical systems, replacement of plumbing services in the basement, the installation of a lift for people with reduced mobility, the adaptation of premises for people with disabilities, as well as the installation of a fire alarm and an emergency alert system.

Work on converting the basement of Lyceum №3 into a shelter began in 2024. It was initially due to be completed by January 2025, and subsequently by July 2026.
