The first meeting of a working group is due to take place in Pivdennoukrainsk to draw up rules for the use of electric scooters and their movement around the city. The working group was set up back in August, but it has not held a single meeting.

The issue was discussed during a meeting of the executive committee of the Pivdennoukrainsk City Council on 30 September, according to NikVesti.

The meeting has been scheduled for 6 October. During the executive committee meeting, Ivan Kukhta, head of the Pivdennoukrainsk City Military Administration, noted that the issue of chaotic electric scooter traffic in the city is urgent. In particular, he drew attention to children riding scooters in breach of traffic regulations.

Ivan Kukhta urged the working group not to delay its work and to regulate the use of scooters, specifically by establishing rules for their use and designating parking areas.

«I find this a bit strange. We’ve been talking about illegal advertising for 15 minutes and have contacted the police. Yet the fact that children are riding two or three to a scooter — we’ve glossed over this issue as if it weren’t that significant. If it’s illegal, we’ve banned it and that’s that. The Executive Committee has banned it, we’ve asked the police to restore order, and that’s it. And they (the business owners of the scooters, — note) should prove whether it’s legal or illegal, approach the police through the proper legal channels, set up parking areas and start doing things the way they should be done. First and foremost, it’s our children,» said Ivan Kukhta.

At the same time, members of the Executive Committee proposed inviting business owners who operate electric scooters to a working group meeting. At the meeting, they plan to discuss with them possible traffic rules and parking areas for the scooters.

It should be noted that in Ukraine, since the start of 2026, 390 people have been injured in road traffic accidents involving light electric vehicles, including 168 children. A further five people have died, including two minors.

On the evening of 25 June 2026, two electric scooters collided on the main street in Mykolaiv. The incident took place near the cheburek shop (between Vadym Blahovishnyi Street and Admiralska Street). The injured required ambulance assistance

It should be recalled that the Verkhovna Rada Committee on Transport and Infrastructure recommended that parliament adopt Bill No. 3023, which is intended to regulate the use of electric scooters, monowheels and other light electric vehicles in Ukraine for the first time.

The bill prohibits riding whilst under the influence of alcohol or drugs, using a mobile phone whilst riding, and mandates the use of lights and reflective elements during hours of darkness. There are no plans to introduce separate driving licences for electric scooter users.
