Plans are afoot to regulate the use of electric scooters in Pivdennoukrainsk

A working group has been set up in Puvdennoukrainsk to draw up rules for the use of electric scooters in the city.

The issue was discussed during a meeting of the executive committee on 20 August, according to NikVesti.

Members of the executive committee raised concerns about safety when using electric scooters, particularly by children. According to them, scooters are being ridden on the carriageway and parked in unauthorised places.

Vadym Fedorchuk, head of Police Station №3, noted that legislative changes regarding the status of electric scooters as vehicles are currently under consideration by the Verkhovna Rada. However, he added that some cities in Ukraine have already designated areas where electric scooters can be used, and have set speed limits and age requirements.

He proposed setting up a working group to study the experience of other cities and develop solutions for regulating the use of electric scooters in Pivdennoukrainsk.

«We already have examples in Lviv and Ivano-Frankivsk where it has been established where scooters can be used and at what speed they can travel. They have also set a minimum age for use. I therefore request that a working group be set up, comprising representatives of the city council and the police,» said Vadym Fedorchuk.

Separately, the executive committee discussed the safety of children near educational establishments. There are around two weeks left until the start of the academic year, yet some schools still lack road markings and properly signposted pedestrian crossings.

City officials reported that the issue is already being addressed. The patrol police are carrying out inspections of roads near educational establishments and passing on the relevant information for further action.

It should be noted that in Ukraine, since the start of 2026, 390 people have been injured in road traffic accidents involving light electric vehicles, including 168 children. A further five people have died, including two minors.

It should be recalled that the Verkhovna Rada Committee on Transport and Infrastructure recommended that parliament adopt draft law №3023, which is intended to regulate the use of electric scooters, monowheels and other light electric vehicles in Ukraine for the first time.

The bill prohibits riding whilst under the influence of alcohol or drugs, using a mobile phone whilst riding, and requires the use of lights and reflective elements during hours of darkness. There are no plans to introduce separate driving licences for electric scooter users.
