The cost of the work is over 69 million hryvnias.
This is according to data from the Prozorro electronic public procurement system, as reported by NikVesti.
The client for the works is the Department of Urban Planning, Architecture, Capital Construction and Development Project Support of the Mykolaiv Regional Military Administration. The deadline for submitting tender bids is 16 October 2026.
The contractor must complete the works by 31 December 2027.
According to the technical specifications, the plan is to re-plan and refurbish the interior of the residential block, replace the doors, and repair the walls, ceilings and floors. The works also include the refurbishment of six entrance areas, staircases and the surrounding grounds.
A separate set of works concerns the façade, which will be repaired and insulated. In total, the plan is to insulate around 2,500 square metres of walls with mineral wool, as well as to insulate the plinth.
The building’s water supply, hot water supply, heating, ventilation and drainage systems are also to be upgraded. In particular, the plan is to lay over 1,100 metres of new pipework and install 19 electric boilers.
Separately, the fire safety systems are to be upgraded — this includes the installation of a fire water supply system, fire hose cabinets, fire extinguishers, fire alarm systems, automatic fire suppression systems and evacuation management systems. The building’s electrical lighting and power distribution equipment will also be upgraded.
It should be recalled that the Russian military shelled the buildings of the vocational college of physical education in October 2022. At that time, the attack damaged classrooms, the hall of residence and the fencing hall. Olympic champions Olha Kharlan and Olena Khomrova, among others, studied at this institution.
As part of the «EU4UASchools: Build Back Better» project, one of the buildings was restored with funding from the European Union and the UNDP. With the help of partners, the college had its ceiling and flooring replaced, a shelter for 400 people fitted out, new windows and doors installed, toilets refurbished, the façade and roof renovated, and the training halls refurbished.
Representatives of the UNDP inspected the renovated college building and the shelter in September 2024.
In October 2024, the Department of Architecture and Capital Construction of the Mykolaiv Regional Military Administration announced work to rebuild the college’s hall of residence, which had also been damaged by shelling. A budget of 53.4 million hryvnias was earmarked for this.
