The Department of Housing and Communal Services (DHCS) of the Mykolaiv City Council is the executive body responsible for managing and developing the city's housing and communal infrastructure. The department's main functions include:

  • Housing Management: ensuring the proper condition of residential buildings, coordinating the activities of homeowners' associations (HOAs), and monitoring the quality of housing services.

  • Communal Services: organizing and overseeing the work of utility companies responsible for water supply, sewage, heating, and solid waste disposal.

  • City Improvement: implementing programs for greening, maintaining roads, sidewalks, parks, and squares, and ensuring the city's proper sanitary condition.

  • Ecology: implementing environmental protection measures, monitoring the ecological situation, and executing environmental programs.
