Compensation for damaged housing: the DHCS stated that it is possible to buy a new apartment with state funds without any problems

With funds provided as compensation for property destroyed or damaged as a result of hostilities, you can buy a new home on the real estate market without any problems.

Dmytro Bezdolnyy, director of the housing and communal services department of Mykolaiv, stated this, reports the correspondent of «NikVesti».

This statement was made in the context of accusations by local residents that due to the loss of their own housing, which will most likely be dismantled in the future, people may be left without proper payments from the state.

In response to this, the DHCS stated that they repeatedly explained and held meetings with the owners of apartments, in particular, on 54 Krylova Street and 43 Pohranychna Street, and talked about the amount of payments they can receive.

— There are state compensation programs for damaged or destroyed property. We held meetings with both houses, provided options for what they could receive as compensation. We even calculated what the residents of these two addresses will receive. Statements that nothing can be bought with these funds are not true. For the price per square meter offered by the state, you can easily find housing on the secondary market, says Dmytro Bezdolnyy.

Deputy director of the department Ihor Nabatov talked about the process of calculating the amount that Mykolaiv residents can receive. So, for example, owners can get a certificate for 740,000 hryvnias for a one-room apartment, a little over a million for a two-room apartment, and 1,420,000 for a three-room apartment.

— Calculations are carried out in accordance with the requirements of Resolution 600, which clearly defines the formula by which the amount of compensation to be given to co-owners in case of property destruction is determined. At the same time, the resolution itself defines two variants of events. Directly, the formula taking into account the coefficients that exist in the regulation itself: region, year of construction, number of rooms. If the application of this formula results in a figure that is lower than the indirect purchase cost figure multiplied by the square footage, then the indirect cost figure is used. Indicators are determined at the level of the Ministry of Regions every quarter. At the beginning of 2023, it was slightly more than 20 thousand, later 20,800. As of July 1, it is 21,156 hryvnias. According to the current index, at 54 Krylova Street, there are 1-, 2-, and 3-room apartments, the average area of which is 35, 50, and 67 square meters, respectively. If you multiply the indicator by these values, residents could receive a certificate for a one-room apartment for 740 thousand hryvnias, for a two-room apartment 1 million 64 thousand hryvnias, for a three-room apartment approximately 1 million 420 thousand hryvnias. These are the numbers that you can use and have the opportunity to buy apartments, - added Ihor Nabatov.

Currently, the city council commission, which accepts applications, already has several appeals from residents of each building.

We remind you that the Department of Housing and Communal Services of Mykolaiv declared that the residents of dilapidated buildings at 54 Krylova Street and 43 Pohranychna Street, in case of unwillingness to give consent to dismantling, may lose any chance for further restoration.

The apartment owners' refusal to demolish was reported back in mid-October.

Later, the mayor Oleksandr Sienkevych explained that the fear of the locals is due to the fact that their plots of land may become the object of construction of estates.

As is known, the attack on the house of 54 Krylova Street, happened in September 2022. Then the house was hit with missiles of the S-300 type.
