Director of the Mykolaiv Thermal Power Plant (TPP) Dmytro Myroshnychenko submitted a declaration on property and income for 2023. During the year, the official earned 2 million 143 thousand 897 hryvnias.

According to the declaration, Dmytro Myroshnychenko owns a country house of 32.3 square meters in the village of Prymorske, Donetsk region, which he purchased in 2019. Also, since 2019, the official owns a plot of land with an area of 512 square meters.

Dmytro Myroshnychenko's wife, Oksana, has an apartment with an area of 61.7 square meters in Mariupol, which is temporarily occupied by Russia.

The director of the Mykolaiv Thermal Power Plant drives a 2012 Nissan Note car, which he purchased in the same 2012. Also earlier, the official declared a 2015 Lincoln MKC car. However, according to the declaration, in 2023 the official sold the car for 520 thousand hryvnias.

During the past year, Dmytro Myroshnychenko earned 2 million 103 thousand 697 hryvnias as the director of the CHP. He received another 40,200 hryvnias as a director of Naftogaz Bioenergy-A LLC. On average, the salary of an official per month amounted to 178 thousand hryvnias.

Dmytro Myroshnychenko also received a social payment in the amount of 24,000 hryvnias from the department of labor and social protection of the population of the Mykolaiv City Council.

The official keeps 820 thousand hryvnias in cash. According to the declaration, Dmytro Myroshnychenko has no other monetary assets.

We would like to remind you that Mykolaiv Thermal Power Plant was unable to provide Mykolaiv residents with heat at the beginning of the 2023-2024 heating season.

Heating season in Mykolaiv

The 2023-24 heating season in Mykolaiv began on November 14, but Mykolaiv central heating plant was able to provide heat to residents only at the beginning of December due to numerous accidents on heating networks. The mayor of Mykolaiv, Oleksandr Sienkevych, believes that the problems with starting heat will only worsen in the coming years.

After the disruption of the heating season and statements by the Mykolayiv RMA about the need for personnel decisions, the CHP began an official investigation to find the culprits.

As of the evening of November 18, 2023, Mykolaiv CHP connected only half of the total number of its consumers in Mykolaiv to heat. At the same time, in September, the CHP reported that it was 92% ready for the start of the heating season.

As of the evening of November 20 , dozens of apartment buildings remained without heating in Mykolaiv. In several districts of the city, repair works of heating networks continued. Then the first deputy of Mykolaiv city mayor Vitalii Lukov announced that they plan to connect all residential buildings of Mykolaiv to heat in a few days.

However, on the evening of November 21 , there were still more than 400 apartment buildings in the city without heating. The Mykolaiv thermal power plant said that delays in the supply of heat to multi-apartment buildings occurred due to large gusts on the main pipelines of the heating lines.

On November 30, the CHP reported that due to emergency works in three more areas of the city, residents will be left without heating again for some time. However, the company immediately announced the good news — according to forecasters, the weather conditions in Mykolaiv are expected to improve.

Numerous gusts of CHP networks are connected, in particular, with the fact that last heating season the enterprise used salty water from the estuary, which accelerates the corrosion of already outdated pipes. In contrast to this, purified water from wells was poured into «Mykolaivvoblteploeneho», which NikVesti wrote in the article «Winter is near: What will the heating season be like in Mykolaiv?». Thus, the start of both heating seasons began without disruptions and significant accidents in the houses served by the regional heat and power utility.

At the same time, the Mykolaiv Thermal Power Plant reported that during the 2023/2024 heating season, water from the estuary will be poured in only in emergency cases. Thus, the networks of the enterprise are filled with salt water by 8%, while last year the systems were filled with estuarine water by 91%.

What is in the declarations for 2023?

We will remind that the head of the Mykolaiv Regional Military Administration Vitalii Kim declared that he owns six apartments and two cars, and together with his wife keeps more than 95 thousand dollars and 500 thousand hryvnias in cash.

At the same time, the mayor of Mykolaiv Oleksandr Sienkevych submitted a declaration of income and property for 2023: he received 678 thousand hryvnias in salary, and his wife purchased three types of cryptocurrency.

The declarations were also published by the deputy heads of the Mykolaiv RMA, the deputy heads of the Kherson RMA and the deputy mayors of Mykolaiv. In particular, the first deputy mayor Vitalii Lukov indicated in the declaration for 2023 that he received 31,629 hryvnias for speaking at an online lecture in Berlin.

According to the declaration for 2023, the First Deputy Chairman of the Mykolaiv Regional Council, Anton Tabunshchik, received 862,000 wages. On average, it is 72 thousand hryvnias per month.

The mayor of Voznesensk, Yevhenii Velychko, and the mayor of Pervomaisk, Oleh Demchenko, also published their declarations. The mayor of Voznesensk declared 515,000 hryvnias of wages, and the Pervomaisk — 1.7 million hryvnias of wages and a NISSAN X-TRAIL car for 10,000 hryvnias.

And the head of the Snihurivka city military administration, Ivan Kukhta, declared 14 hectares of land, four cars and $110,000 in cash.
