The owner of a pharmacy business in Mykolaiv wants to head the unprofitable utility Farmatsia

Pavlo Ryshkov, the owner of a pharmacy business in Mykolaiv, is applying for the position of director of the unprofitable regional utility enterprise Farmatsia. According to him, he has several pharmacies in Mykolaiv, and his business is «successful».

He told about this on December 12 during a meeting of the permanent deputy commission on health care, NikVesti reports.

It was previously reported that the Mykolaiv Regional Council, on the proposal of the head of RMA Vitalii Kim, taking advantage of the martial law, plans to appoint the director of the communal enterprise Farmatsia outside the competition, in addition to the chief doctors.

Pavlo Ryshkov spoke before the deputies — members of the profile commission and told about himself and the situation at the utility company, which he headed as acting director two months ago.

«I had a small chain of pharmacies. One of the pharmacies is Mother and Child Pharmacy at Pogranichnaya Street 167. And several other pharmacies. On Admiralska Street, on Khersonske Shosse Street in Ekomarket. I had and still have a chain of pharmacies. A successful business,» said Pavlo Ryshkov.

He noted that he aims to restore the work of the utility company.

«My main goal is to restore the company's work. After we got acquainted with the enterprise, conducted an internal partial audit, got acquainted with the production, which was not working at that time. A total of 5 pharmacies worked in the network, with almost no turnover,» Pavlo Ryshkov said.

In February 2022, it was reported that Farmatsia KP had a critical situation: the company had accumulated debts of 5 million hryvnias, and employees were being laid off en masse.

According to YouControl data, at the end of 2022, KP Farmatsia had payables in the amount of 12 million 565 thousand hryvnias. In particular, these are arrears for payment of salaries, calculations with the budget, goods and other current liabilities.

It should be noted that according to Article 16 of the Law of Ukraine «Basics of the Legislation of Ukraine on Health Care», which, in particular, the developers of the draft decision on the appointment of the director of KP Farmatsia refer to, it is noted that heads of state and communal health care institutions are appointed to the position by the authorized executive management body of the owner of the health care facility on a competitive basis by concluding a contract with them for a period of three to five years.

Earlier it was reported that the Mykolaiv Regional Council, taking advantage of the martial law, initiated the appointment of three heads of regional hospitals without competition.

We are talking, in particular, about acting the chief physician of the Mykolaiv Regional Children's Clinical Hospital Oleksandr Plitkin, who was searched a week ago by law enforcement officers in the case of misappropriation of property and forgery of documents. They are also planning to approve the acting the director of the regional blood transfusion station Valerii Chyniakov and the regional skin and venereology dispensary Iryna Maksymova. The Mykolaiv Regional Council is the initiator of the decision projects. In the explanatory note to the draft decisions, it is indicated that their purpose is «to regulate the appointment of the head of a communal non-commercial enterprise in the field of health care, which performs the most important function of organizing the provision of medical care in the conditions of martial law».

In August of this year, commenting on the statement of the State Bureau of Investigation about the exposure of a large-scale scheme for making money by issuing «false» medical certificates of unfitness for military service at the Mykolaiv Regional Center of Mental Health, the deputy head of the Mykolaiv RMA Yurii Hranaturov stated that the political responsibility for the «scheme » in hospitals should be carried out by the regional council, which appoints the heads of these institutions, and not by the regional health department.

The head of the permanent deputy commission of the Mykolaiv Regional Council on protection of human rights and freedoms, legality and law and order, Denys Andrieiev, admitted that the presentation and consideration of personnel issues at the online session of the regional council violates the current regulations of the council.
