Lubinets: The exchange of prisoners in the «all for all» format with Russia will not take place in the near future

In the near future, the exchange of prisoners in the «all for all» format with Russia will not take place, despite the operation of Ukrainian forces in the Kursk region and the replenishment of the exchange fund.

This was stated by the Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, on Radio Svoboda.

The Ombudsman notes that the Ukrainian side is doing everything possible to ensure that large exchanges of prisoners take place.

«The Ukrainian side constantly takes the initiative of conducting large-scale exchanges, including several times through intermediaries we took the initiative of conducting «all for all» exchanges. Do I believe that an all-for-all exchange could happen in the near future? No, I don't believe it. Do I believe that the Ukrainian side is doing everything possible to ensure that large exchanges take place? Yes, a large team of the Coordination Headquarters is engaged in this, I personally am in a daily routine,» said Dmytro Lubinets.

At the same time, he confirmed that the operation of the Armed Forces in the Kursk region of Russia improves the situation with the return of Ukrainian citizens from the territory of the Russian Federation, as well as from the occupied territories of Ukraine.

«I would very much like Russia and I to finally agree on the principles of exchange processes and the return of civilians using this situation... We need to use the principle of justice. «He who was captured earlier gets out earlier,» he said.

Dmytro Lubinets did not specify whether the Russian side has already provided lists of people whom it wants to return as part of the exchange process in the first place, referring to the sensitivity of exchange agreements. However, he added that he understands the public's need to be informed about the progress of the arrangements.

We will remind, the Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, urgently appealed to the International Committee of the Red Cross (ICRC) and the UN regarding the killing of a Ukrainian prisoner of war by the occupiers.
