Chornomorov sees no reason to introduce military administration in Pivdennoukrainsk

Servant of the People party member Artem Chornomorov responded to the appeal of the mayor of Pivdenoukrainsk, Valerii Onufriienko, to establish a military administration in the community. According to him, there are no grounds for this.
He said this in a comment to NikVesti.
«I follow these events and watch every time the budget is presented both in Pivdennoukrainsk and Voznesensk. I would like to say that what Valerii Onufriienko wrote about the 2026 budget does not contain a single sentence about the interests of the residents of Pivdennoukrainsk. This budget is very illiterate in general. And most importantly, if the Council members do not gather for a session, they are most likely not satisfied with the agenda set by the city council secretary and the mayor. And this is not a reason to introduce a military administration,» says Artem Chornomorov.
He also noted that if the mayor has sent such a letter, he can resign, and then other mechanisms of community governance will emerge.
«If the mayor wrote the letter himself, why doesn't he resign? Let him just resign — this will be more grounds for the introduction of a military administration, although there are no legal events or grounds for this at the moment. If the mayor resigns, the secretary of the city council will be acting, as has happened many times in Pivdennoukrainsk. My personal opinion is that the local deputies are not meeting because they believe that the agenda does not reflect the interests of Pivdennoukrainsk residents. As a member of parliament, I support and agree with this,» said the politician.
The politician also stressed that the mayor has not taken any effective measures to solve the problem of power outages in Pivdennoukrainsk, where the nuclear power plant is located. In particular, there are no official appeals to «Ukrenergo» to adjust the distribution of electricity.
«The mayor has not taken any steps, other than talk, when the satellite city is near the South Ukraine Nuclear Power Plant and the power was cut off there even more than in Mykolaiv, to resolve this or that situation. Although, when we had a large meeting of all the communities in Voznesensk, I told him that he should draw up a letter properly and address «Ukrenergo» directly as the chief dispatcher for electricity distribution. The mayor hasn't cared about the city at all for the past few years, and this budget has the same shortcomings as the previous ones. These are very large reimbursements from the utility company TVKG (heat and water supply and sewerage), which is currently in the process of rehabilitation to pay off its debt to the nuclear power plant. Each time, this means 20-50 million hryvnias from the local budget, and I think the deputies do not like it either. The deputies simply do not like the fact that the budget does not change the city and does not improve the lives of the residents,» said Artem Chornomorov.
He added that councillors have the right not to attend sessions if their position is ignored. According to Artem Chornomorov, the responsibility for organising the effective work of the deputy corps lies with the mayor and the council secretary.
«Councillors are not obliged to attend sessions. The mayor and the secretary must first of all organise the work of the deputies — the local council meetings, hear their wishes and formulate the agenda. This is so that the deputies, who primarily defend the interests of their city's residents, understand that they have been heard. If the agenda does not reflect certain issues submitted by local deputies, then the deputy has every right not to attend the session,» the politician said.
As a reminder, Mariia Drozdova, deputy mayor of Pivdennoukrainsk, filed a lawsuit against Mayor Valerii Onufriienko for physical violence. She urged the mayor not to avoid court hearings.
It should be noted that on 15 September, at a session meeting, it became known that Mayor Valerii Onufriienko had filed a complaint with the Security Service of Ukraine against deputies from the political party «European Solidarity». He believes that their actions may fall under Article 109 of the Criminal Code of Ukraine and contain signs of an attempt to forcibly change or overthrow the constitutional order or seize power.
The mayor's statement was preceded by a conflict that occurred at the previous session meeting in late August. At that time, Deputy Mayor Mariia Drozdova said that conflict situations were being artificially created in the executive committee.
As you know, in April 2024, the dismissed mayor of Pivdennoukrainsk, Valerii Onufriienko, was reinstated in his position.
