What Mykolaiv Mayor Sienkevych and his deputies have declared

The Mayor of Mykolaiv, Oleksandr Sienkevych, and his deputies have published their declarations for 2025. The highest salary among officials was received by Andrii Volkov, the Executive Committee’s Chief of Staff, whilst the lowest was received by Deputy Mayor Yurii Andriienko.

The officials’ declarations have been published in the Unified State Register of Declarations, reports NikVesti.

Oleksandr Sienkevych

Mykolaiv Mayor Oleksandr Sienkevych earned 1,177,559 hryvnias in 2025, amounting to 98,100 hryvnias per month. This is 24.5% more than his salary in 2024.

He owns two plots of land, each measuring 1,000 square metres, in Mykolaiv, a 54.5-square-metre flat purchased in 2008, and a 69.9-square-metre flat. In addition, he owns another plot of land measuring 2,622 square metres in Nova Kakhovka.

«I hear a lot of things said about me, that we’ve supposedly left Mykolaiv and so on. It’s complete nonsense that I’m supposedly selling my property. I’m required to declare my assets, and all my declarations are public. You can see what I own and what I don’t. On the other hand, what to do with my property is my personal business, not the business of people who have achieved nothing in life,» said Oleksandr Sienkevych at a staff meeting.

Some of the property is registered in the name of his wife, Kateryna Sienkevych, including a plot of land and a complex of buildings in Nova Kakhovka, as well as a jointly owned flat. Since 2019, the family has been renting a house in Mykolaiv with an area of over 220 square metres.

In 2025, the mayor’s wife purchased a 74.6-square-metre flat in Poland, as well as a garage. The property was purchased on credit; the declaration lists a mortgage obligation to a Polish bank. In addition, she rents accommodation.

Their vehicles include a 2018 Volvo XC90, which the wife uses, and the mayor’s 2021 Indian Scout Bobber motorbike, which he purchased in May 2025 for 223,800 hryvnias.

At the time, in a comment to NikVesti, Oleksandr Sienkevych explained that it was a second-hand motorbike he had bought from abroad.

The family also declared their financial assets. In particular, the mayor’s wife holds 75,000 US dollars in cash. In addition, she has funds in bank accounts, including 8,500 dollars, as well as small amounts in hryvnias and Polish zlotys.

The declaration also states separately that Kateryna Sienkevych received a gift of 2 million hryvnias. Furthermore, the family holds cryptocurrency assets stored on the Binance exchange. Specifically, the mayor’s wife owns:

  • 0.0265 Bitcoin (worth approximately 21,900 hryvnias),

  • 0.053 Ethereum (worth around 4,000 hryvnias),

  • 0.85 Solana,

  • 85.9 units of Fantom (worth around 698 hryvnias),

  • 2.37 Polkadot (worth around 542 hryvnias).

Vitalii Lukov

First Deputy Mayor Vitalii Lukov, who is responsible for community relations, declared a salary of 1,093,432 hryvnias, which amounts to approximately 91,100 hryvnias per month. This is 4% higher than his salary in 2024.

The official does not own any property, but since 2023 has been using a 58.2-square-metre flat in Mykolaiv on a rent-free basis.

His wife, Larysa Lukova, became the owner of a holiday home and a plot of land in Mykolaiv in 2023, and also owns another large plot in the Bashtanka district.

His vehicles include a 2012 Nissan Note and a «Tourist»» trailer.

Serhii Korenev

Serhii Korenev, Deputy Mayor of Mykolaiv, who oversees the city’s reconstruction and development, received a salary of 975,617 hryvnias in 2025, amounting to approximately 81,300 hryvnias per month. This is 16.5% more than his salary in 2024. He also declared a pension of 76,935 hryvnias.

The official’s additional income was insignificant and consisted of payments for secondary employment and interest on domestic government bonds, totalling several tens of thousands of hryvnias.

His wife, Yuliia Koreneva, significantly boosted the family budget. She received over 114,000 hryvnias in salary from the National University of Shipbuilding, whilst the bulk of her income came from entrepreneurial activities — over 853,000 hryvnias. Separately, she declared income of 798,000 hryvnias from the sale of movable property.

Serhii Korenev owns a 55.8-square-metre flat in Mykolaiv, which is jointly owned with his wife (50% each). He also owns a 1,000-square-metre plot of land. In addition, the family owns several other properties: an apartment held in joint ownership with three co-owners, and two apartments owned by his wife — one in full, the other in part.

The family uses a 2018 Mazda CX-5, which is registered to a legal entity but is actually used by his wife. Yuliia Koreneva also holds a 30% stake in the property development company «Nixiti-Development».

As for savings, the family declares significant cash holdings. Serhii Korenev holds 750,000 hryvnias and 5,000 US dollars.

It should be noted that the Mykolaiv Capital Construction Department, which reports to Deputy Mayor Serhii Korenev, performed the worst in terms of implementing the city’s 2025 budget. According to the year-end figures on fund utilisation, only 142.7 million hryvnias were spent out of the planned 235 million. Thus, the budget execution rate stood at 60.7%.

Another department coordinated by Deputy Mayor Serhii Korenev is the Department of Emergency Situations and Civil Protection. By the end of 2025, the department had spent 88% of the budgeted funds — 96.4 million hryvnias. 13.1 million hryvnias remained unspent.

Anatolii Petrov

Anatolii Petrov, the Deputy Mayor for Humanitarian Affairs who oversees education, healthcare and culture in Mykolaiv, declared a salary of over 1.096 million hryvnias in 2025, amounting to approximately 91,400 hryvnias per month. This is 17% more than his salary in 2024.

In addition, he received 60,097 hryvnias in income from letting out property, as well as a pension of 85,571 hryvnias. Another pension of 40,686 hryvnias is listed separately. The declaration also mentions a gift worth 2,000 hryvnias.

His wife, Liubov Petrova, also has her own sources of income. She received 372,909 hryvnias in salary from the Department of Education, Youth and Sport of the Inhulka Village Council, as well as a pension of 40,686 hryvnias.

Anatolii Petrov owns a significant amount of property. In particular, he owns a flat measuring 115.7 square metres in the village of Dobra Krynytsia, Mykolaiv region, purchased back in 1994. He also owns several plots of land in the same village: one measuring 78,700 square metres, as well as three further plots measuring 20,000, 20,000 and 39,349 square metres, acquired in various years between 2004 and 2021.

Some of the property is registered in his wife’s name: specifically, she owns a flat in Mykolaiv measuring 29.8 square metres, as well as a plot of land measuring 20,000 square metres.

The family also has a 2005 Opel Astra, which belongs to his wife.

As for cash assets, Anatolii Petrov declared US$15,000 in cash. No other significant financial savings or bank accounts are listed in the declaration.

Thus, the family’s main income comes from salaries, whilst some of the property and land plots have been accumulated over many years.

Yurii Andriienko

Deputy Mayor Yurii Andriienko, who oversees urban development, declared a salary of 941,444 hryvnias in 2025, amounting to approximately 78,450 hryvnias per month. Yurii Andriienko is the only one whose salary has not increased compared to 2024.

In addition, he received 132,468 hryvnias in pension payments, as well as 2,500 hryvnias as a gift.

Yurii Andriienko owns property in Mykolaiv and the Mykolaiv region. In particular, he owns a 60.9-square-metre flat, which is held in joint shared ownership — he owns 25% of this property. The other shares of the flat belong to family members, specifically his children and Halyna Andriienko.

In addition, Andrii Andriienko owns a garage measuring 45.6 square metres. He also owns a plot of land measuring 1,000 square metres in the village of Matiiasove, Mykolaiv district.

The declaration also states that he uses a 2012 Ford Kuga, which was purchased in 2013 for over 255,000 hryvnias.

As for income and financial assets, no significant savings are listed in the declaration.

It should be noted that the Department of Housing and Communal Services (DHCS) was the largest department in terms of the amount of funds left unspent at the end of the year. Its work is overseen by Deputy Mayor Yurii Andriienko. Of the planned 1.6 billion hryvnias in expenditure, the DHCS spent 1.4 billion (86%). 231.4 million hryvnias remained unspent. The lowest percentage of expenditure was on capital expenditure, specifically the repair of the housing stock, where only 74.4 million hryvnias (28.8%) of the planned 258 million hryvnias were spent. However, expenditure on salaries was 100% fulfilled.

Andrii Volkov

Andrii Volkov, the Executive Committee’s Administrative Manager, declared the highest income among officials — 1,205,070 hryvnias, which amounts to over 100,400 hryvnias per month. This is 27.3% more than his salary in 2024.

In particular, Andrii Volkov owns a 75-square-metre flat in Mykolaiv, which he purchased in 1995. His wife, Oleksandra Volkova, owns a 76.9-square-metre flat in Kyiv, purchased in 2019.

The family also uses a residential building in Mykolaiv with an area of 396.6 square metres, which belongs to Liudmyla Honcharova. The building is provided for the free use of Andrii Volkov, his wife and their four children.

In addition, the family uses a plot of land measuring 1,000 square metres, which also belongs to Liudmyla Honcharova.

As for vehicles owned by his wife, a 2017 Toyota Camry, purchased in 2020, has been declared.

His wife received social benefits, assistance and income from business activities, totalling over 200,000 hryvnias. Meanwhile, Andrii Volkov declared 1,000 hryvnias under the state’s «Winter Support» programme.

The declaration lists US$50,000 in cash assets belonging to his wife, as well as €9,000 owned by the official himself.

It is worth noting that the mayor also has a deputy responsible for war veterans’ affairs. This position is held by Yurii Stepanets, although his declaration is currently classified. He is currently serving in the Armed Forces of Ukraine.

As a reminder, the heads of four district administrations in Mykolaiv — Oleksandr Bereza, Hanna Remennikova, Oleksandr Tsukanov and Viktor Dmytruk — have submitted their income declarations for 2025. The highest salary was received by the head of the Central District Administration, Oleksandr Bereza, and the lowest by the head of the Zavodskyi District Administration, Viktor Dmytruk.
