Deputy Panchenko called the CHP's preparation for the heating season «disastrous»: «they reported about 95% readiness, and now Mykolaivovblteplo is pulling their pants up»

Deputy of the Mykolaiv City Council Fedir Panchenko criticized the preparation of the CHP for the heating season. He emphasized that despite the promise of the Mykolaiv CHP state enterprise about 95% readiness, half of the subscribers remained without heating.

He said this in an interview with the MART TV channel.

According to the deputy, the municipal enterprise Mykolaivoblteploenerho was noted for its high readiness for the heating season, despite individual cases of accidents, which are promptly resolved. At the time, the state enterprise Mykolaiv CHP was unable to provide heat to a large part of the city.

— We have two enterprises operating in the city that supply heating centrally, one of them is communal, and the other is state-owned. They work in the same city, under the same conditions, but Mykolaivoblteploenerho was preparing for the heating season. Of course, there are isolated cases related to individual features in the houses, which are fixed very quickly and there are no problems. However, the state-owned CHP enterprise catastrophically failed to start the heating season, Fedir Panchenko noted.

Fedir Panchenko believes that the priorities in carrying out works in the city were set incorrectly, as a result of which some subscribers were left without heat.

— This indicates that the investment policy of NJSC Naftohaz regarding the Mykolaiv CHP was constructed incorrectly. As for the management of the Mykolaiv CHP, which decided the priority of carrying out work in Mykolaiv, the priorities were also clearly set incorrectly. The question is not about the workers who are now laying pipes in the cold, but for who managed them, where exactly and what kind of work to do, he said.

Fyodor Panchenko added that the CHP regularly reported to the City Council on readiness for work, however, when the time came to start the heating system, it turned out that half of the subscribers were left without heat.

— There are a lot of questions about the fact that this is a private state enterprise that is not subordinate to us, but they reported to the city council in advance that 95% of readiness for the heating season. Then, when it came to starting the heat, half of the subscribers are without heating. And when you tell the management that they lied and deceived the townspeople, they don't understand why they lied. Now our utility company Mykolaivvoblteploenerho is «pulling up the pants» of the state enterprise Mykolaiv CHP. Local crews of the utility company work against the rules at the facilities of the state enterprise. Since everyone understands the rules, however, it is necessary to do it by any means and resources, because when the citizens are cold at home, there is no desire to understand whether it is a state or communal enterprise, he added.

A situation similar to Mykolaiv was recorded in other cities, such as Kryvyi Rih. There, the state-owned thermal power plant also failed, while the utility company successfully started heating.

— Our city is not alone in such problems, the situation is the same in Kryvyi Rih, hundreds of houses are without heating, the state thermal power plant stopped working, and the utility company started the heating normally, Fedir Panchenko said.

The deputy noted that the representatives of the city council and the mayor of Mykolaiv tried to solve the problem by proposing to transfer the CHP network to the ownership of the community, but the management of Naftohaz JSC rejected this proposal.

— In advance, representatives of the city council and mayor Oleksandr Sienkevych went to Kyiv for negotiations and offered to transfer the CHP network to the balance sheet of the city council so that we could serve them. We were refused this, saying that this is an asset of the CHP that costs money and that it should be transferred for free. And it turned out that they themselves did not invest money in the city economy and did not give it to us, so as a result, the situation reached the point we have now, summed up the deputy.

As a reminder, the 2023-24 heating season in Mykolaiv began on November 14. As of the evening of November 18, the Mykolaiv CHP company connected half of the total number of consumers in Mykolaiv to heat. At the same time, in September, the CHP reported that it was 92% ready for the start of the heating season. The company only has to complete renovation work on two large areas.

As of the evening of November 20, there were dozens of apartment buildings in Mykolaiv without heating. In several districts of the city, repair works of heating networks are ongoing. Then the first deputy of Mykolaiv city mayor Vitalii Lukov announced that they plan to connect all residential buildings of Mykolaiv to heat in a few days. To do this, the employees of the CHP and regional thermal power plant are currently working on the elimination of surges.

On the evening of November 21, there were still more than 400 apartment buildings in the city without heating.

The Mykolaiv Thermal Power Plant said that delays in the supply of heat to multi-apartment buildings occurred due to large gusts on the main pipelines of the heating lines. The CHP also announced that they will repair all emergency networks in order to provide heat to all consumers until November 26.
