Parliament adopts law on mental health care

On Wednesday, 15 January, the Verkhovna Rada adopted Law №12030 on the mental health care system.

This was announced by Yaroslav Zhelezniak, a member of the parliamentary faction «Holos».

He specified that the bill was supported by 233 MPs.

According to Mykhailo Radutskyi, Chairman of the Parliamentary Committee on National Health, the law provides for the establishment of the National Commission on Mental Health, which is a permanent collegial body under the management of the Cabinet of Ministers and performs the functions in the field of mental health defined by this law and other legislative acts.

«The draft law is based on the recommendations of the WHO and the EU, in particular, it takes into account the approach «Mental Health in All Policies». This approach means that any decisions or measures implemented at the state, regional or local levels should take into account their impact on the mental health of the population», he said.

The powers of the National Commission include

  • Participation in the development of regulations in the field of mental health, in particular, the development of acts;
  • Preparation of proposals, action plans, draft programmes, strategies and recommendations for measures aimed at improving psychological well-being and improving the mental health system
  • coordination of stakeholders' activities in the field of mental health, international cooperation in the field of mental health, analysis and evaluation of the effectiveness of state policy in the field of mental health, monitoring of compliance with legislation in the field of mental health;
  • participation in forecasting the needs of the population in the field of mental health;
  • creation and maintenance of the State Register of Self-Regulatory Organisations in the field of mental health;
  • creation and maintenance of the Register of Mental Health Service Providers.

Earlier, it was reported that each cluster hospital in Ukraine plans to set up a mental health centre where patients will be able to receive psychological assistance. The centres will be one of the structural units of the hospitals.
