Last Thursday, 9 April, the Pivdennoukrainsk City Council was due to convene for its 69th session. However, the meeting failed to take place for the fourth time. It is currently unknown to which date the meeting will be rescheduled.

The last time members of the Pivdennoukrainsk City Council met was on 22 January. The City Council’s website reported that the 68th session had originally been scheduled for October 2025 and had been postponed several times due to a lack of quorum.

Later, the Pivdennoukrainsk City Council’s website published orders from the mayor, according to which the meeting had been postponed several times since mid-February. On 26 March, the session was postponed once again to 9 April.

The Pivdennoukrainsk City Council website reports that only 11 councillors and the mayor registered for the meeting on 9 April. Consequently, more than 100 draft resolutions remain on the agenda.

In particular, these include issues of privatisation, land matters, approval of the repayment schedule for targeted financial assistance to the South Ukrainian City Multidisciplinary Hospital, and amendments to the Programme for Environmental Protection and Rational Use of Natural Resources of the Pivdennoukrainsk City Territorial Community for 2026–2030.

In addition, on 6 April, a draft resolution was published regarding participation in the «NEFCO Green Recovery Programme – Mykolaiv Region» project. It is noted that as part of the project, the city plans to reconstruct sewage pumping stations and the pressure domestic sewage system, as well as purchase solar panels with batteries. The total cost of this project is €5.5 million.

As a reminder, the councillor stated that there are plans to establish a military administration in Pivdennoukrainsk. According to the councillor, Energoatom, the Office of the President, and the Mykolaiv Regional State Administration are intervening in this process to control the budget.

Earlier, the head of the Mykolaiv Regional State Administration, Vitalii Kim, said that he saw no legal grounds for introducing a military administration in Pivdennoukrainsk at the request of the mayor, Valerii Onufriienko, but that the matter would still be investigated.

Heorhii Reshetilov, deputy head of the Regional State Administration, also explained that the decision to establish a military administration is taken by the president, and for this there must be grounds clearly defined by law. This must either be linked to military consequences or the suspension of local self-government bodies.

It was also reported that in Pivdennoukrainsk, a boiler room donated by a donor has not been connected for three years. The International Organisation for Migration (IOM) provided the boiler room free of charge. This refers to the boiler room for the hospital in Pivdennoukrainsk — it is the only one in the region that remains out of service.
