«There are no easy solutions», Kim sees no reason to impose military administration in Pivdennoukrainsk

The Mykolaiv Regional Military Administration sees no legal grounds for the introduction of a military administration in the Pivdennoukrainsk Military Administration at the request of Mayor Valeriy Onufrienko, but the issue will be investigated.

This was the answer to a question from a correspondent of NikVesti given by the head of the RMA, Vitalii Kim, and his deputy, Heorhii Reshetilov, during a press conference dedicated to the final work for 2025.

Vitalii Kim said that he had indeed received a letter from the mayor, but he was not ready to answer the question because he had to look into it.

The deputy head of the RMA, Heorhii Reshetilov, explained that the decision to establish a military administration is made by the president, and there must be clear grounds for this, as defined by law. Either it should be related to military consequences or the termination of local government.

«First, the decision is made by the president. We can review and refer the decision to the President's Office. The legislation provides for several aspects in this regard: it is related to the war, occupation, and blockade of the region. And what is not related to the war is the termination of the activities of a local government body. This is the only reason that can be given. But it needs to be justified. If the session has not met several times and the mayor, instead of finding a consensus with the deputies and forcing them to work for the community, this is not the introduction of the administration. And the president will not make such a decision without arguments, because it is necessary to prove that the local authorities are not working,» said Reshetilov.

Vitalii Kim added that the situation in Pivdennoukrainsk will also be considered taking into account the location of the South Ukraine NPP, which is a strategic facility.

«It is strategically important because of the South Ukraine NPP, so it will be considered separately,» said Vitalii Kim.

As it became known, on 25 December, Mayor Valerii Onufriienko appealed to the head of the Mykolaiv Regional Military Administration, Vitalii Kim, with a request to introduce a military administration in the Pivdenoukrainsk city territorial community.

He argued that this was necessary because the deputies of the Pivdennoukrainsk City Council had failed to meet for several sessions in a row, which is why the city still does not have an approved budget for 2026.

Artem Chornomorov, councillor from the «Servant of the People» party, responded to the situation. He stated that there were no grounds for this.
