Procurement is the process of acquiring goods, works, or services by government authorities, local self-government bodies, and state enterprises. In Ukraine, public procurement is regulated by the Law of Ukraine "On Public Procurement" and carried out through the ProZorro electronic system, which ensures transparency and competition in this area.

ProZorro allows for open tenders accessible to all interested suppliers. The primary goal of the system is to minimize corruption and ensure the efficient use of public funds.

In addition to ProZorro, there are other forms of procurement, such as below-threshold purchases or direct agreements. In the Mykolaiv region, as throughout Ukraine, discussions often arise about the transparency and efficiency of procurement, especially in the context of wartime and the needs of critical infrastructure.
