head of Odesa Oblast administration as of March 2026

Oleh Kiper heads the Odesa Oblast Military Administration, as MykVisti headlines call him as of March 2026. He became head of the Odesa Oblast State Administration in May 2023 and previously worked as a prosecutor, heading the Kyiv prosecutor's office. In January 2025 Kiper reported that over 1.57 billion hryvnias were allocated to support business in Odesa Oblast in 2024. In March 2025, together with the heads of the Mykolaiv and Kherson administrations, he met Czech President Petr Pavel to discuss shipping safety.
