Parking spaces, charging stations and maps for electric cars: Mykolaiv wants to develop electric charging infrastructure

In Mykolaiv, they plan to implement a program for the development of electric charging infrastructure for a period of four years. This program is aimed at encouraging the use of vehicles with electric engines and reducing emissions of pollutants into the atmosphere.
The corresponding draft of the decision was published on the website of the Mykolaiv City Council, writes NikVesti.
The housing and communal services department of the Mykolaiv City Council is the initiator of the program aimed at encouraging the use of cars with electric motors and reducing atmospheric pollution.
The goal of the program is to build electric charging infrastructure, increase the number of electric cars in the community and improve the ecological situation in the city. It includes a wide range of measures, including the construction of new charging stations both in the city and on intercity routes, creating conditions for parking and maintenance of electric transport.
According to the program, the financing of the development of electric charging infrastructure will be carried out at the expense of the city budget of the Mykolaiv urban territorial community, as well as the attraction of private investments and state programs.
One of the main tasks of the program is to create favorable conditions for increasing the number of users of electric vehicles. For this purpose, training of the population on the advantages of using electric vehicles is provided, as well as training of specialists who maintain and repair electric vehicles.
«Increasing the use of electric cars by the population of the community will affect the reduction of emissions of greenhouse gases and other substances harmful to health, as well as reduce the intensity of the noise load (pressure), which will lead to a decrease in negative physiological and psychological effects on the nervous system, sleep, emotions and work capacity», the document says.
It is expected that the development of electric charging infrastructure will contribute to the growing popularity of electric transport among the population and the preservation of the environment.
The term of the Program is divided into two stages: the first will last from 2024 to 2025, the second from 2026 to 2028.
The total amount of funding for the period of implementation of the Program is 6 million 250 thousand hryvnias and will be distributed to support the construction and development of a network of charging stations for electric vehicles both in densely populated areas of the city and on intercity roads.
«According to the legislation on the state environmental policy of Ukraine, the authorities recognize air pollution as a serious problem and focus on the transformation of the transport system. The national transport strategy until 2030 envisages the transition to environmentally friendly and energy-efficient transport, including the development of electric vehicles and infrastructure for public electric transport,» the document states.
The main activities of the program include in particular:

Arrangement of places for parking and charging of electric vehicles on the premises.

Calculation of the optimal number of elements of the electric charging infrastructure and their placement.

Creation and constant updating of an interactive map with elements of electric charging infrastructure.

Collection and processing of statistical data on electric vehicles.

Creation of charging stations using alternative energy sources.

Control over the level of atmospheric pollution.
For the period of 2024-2028, the goal of the program should be the arrangement of 50 charging parking spaces near buildings and 50 charging stations under the condition of using alternative energy sources, designation of 125 parking spaces for vehicles with an electric motor.
In addition, 9 units of electric transport will be purchased for use by city enterprises.
What about parking in Mykolaiv?
Even before the full-scale invasion, in the spring of 2021, the mayor of Mykolaiv, Oleksandr Sienkevych, instructed to work out the issue of arranging paid parking lots in the city. Later it became known that they want to instruct the City Council's Transport Department to deal with the organization of parking lots and compliance with parking rules.
Later, the mayor of Mykolaiv announced that paid parking lots will be installed in the city — there will be about 25 of them. Mykolaiv is drawing on the experience of other Ukrainian cities to prepare parking lots, the mayor says: they will not install parking meters there, and you will even be able to pay by phone.
In December 2023, deputies were offered to approve the rules for paid parking of vehicles on the territory of Mykolaiv. The location of paid parking lots will be coordinated with the National Police. Such sites will be marked with blue or blue markings, and road signs, payment devices, as well as entry and exit terminals will be installed on their territory. There will be security on the territory, a board with information on the number of free seats, and 24-hour video recording. At the same time, the «mobile parking» service must be available to drivers around the clock.
At the same time, Mykolaiv drivers were forbidden to park their vehicles outside specially arranged «pockets» on Nikolska Street. The reason for this decision was chaotic parking, in particular, on the carriageway of the road, on this street, said Oleg Kuksa, deputy head of the city hall's transport department.
At the same time, inspectors from the parking control department of the executive committee of the city council have already started working in Voznesensk. They monitor compliance with parking rules in the city. 164 parking spaces in Voznesensk were determined as early as 2021. At the same time, the first three paid parking spaces began to operate.
