Maternity Hospital №3, which Mykolaiv transferred to the region, owes staff their wages

Following the transfer of Maternity Hospital No. 3 from municipal ownership, the Mykolaiv Regional Council is to incorporate it into the regional clinical hospital. All services there will continue to be provided as before. However, it has emerged that the maternity hospital has outstanding debts, including unpaid wages.

The information was announced during a meeting of the Mykolaiv Regional Council’s Committee on Ecology, Environmental Protection, Rational Use of Natural Resources, Tourism and Recreation on 16 June, according to NikVesti.

Following the transfer to regional ownership, the final stage will be the reorganisation of Maternity Hospital №3. It is to be merged with the Mykolaiv Regional Clinical Hospital.

Tetiana Labartkava, Chief of Staff of the Regional Council’s Executive Office, reported that a separate structural unit will be established within the regional hospital and all services will be retained.

However, according to the committee chair, Alla Riazhskykh, there is a pressing issue — debts.

«They say there is a wage arrears debt of 8 million,» the councillor noted.

Tetiana Labartkava confirmed that there are indeed debts, but that the wage arrears do not amount to 8 million hryvnias.

«Not 8 million. As for May, it’s 4 million, of which 1 million is arrears for medicines supplied.” It is true that there is a wage arrears debt. And right now, the chair of the regional council, together with the regional military administration, is taking all possible measures to resolve the issue of its repayment,» replied Tetiana Labartkava.

The chair of the committee asked who would be paying the debts: the city or the region. No precise information has been provided as yet.

«The city… Let the chair of the regional council provide more detailed information on this matter at the presidium meeting,» noted the chief of staff of the regional council’s executive office.

Members of the committee also said that 8 million would be a heavy burden for the hospital to which the maternity ward is to be attached.

The councillors agreed to table the issue of merging the maternity hospital with the regional clinical hospital for consideration at the session.

It should be recalled that in 2025, medical staff at Maternity Hospital №3 and the Mykolaiv Regional Emergency Medical Service went several months without receiving their salaries. The delay in paying the medical staff’s salaries was attributed to the fact that the contract with the National Health Service of Ukraine was signed later than the planned date. The debts were settled in March 2025.

It should also be noted that councillors of the Mykolaiv City Council supported a decision to reorganise the city’s healthcare network, which involves the creation of a cluster hospital and the transfer of one of the maternity hospitals to regional ownership.

On 9 April, at a session of the Mykolaiv City Council, councillors approved the transfer of Maternity Hospital №3 to the region’s ownership. The Mayor of Mykolaiv, Oleksandr Sienkevych, stated that integrating the maternity hospital into the regional hospital was necessary to retain the staff.

On 16 April, councillors of the Mykolaiv Regional Council approved its transfer to regional ownership. On 28 May, the Mykolaiv Regional Council approved the act of acceptance of Maternity Hospital №3 into the region’s ownership as an integral property complex. The councillors reduced the hospital’s authorised capital to 1,000 hryvnias.
