«It was somewhat predictable, so this decision was not proposed for a batch vote,» commented Oleksandr Sienkevych on the voting result.

We remind you that the issue of approving the updated structure of the executive bodies of Mykolaiv City Council has not been supported by the deputy commissions for several weeks in a row.

Thus, on 14 November, during a meeting of the land commission, the deputies failed to pass a resolution due to a lack of votes, and a similar situation repeated itself on 18 November at a meeting of the specialised commission. The document also failed to move forward on 25 November, when the draft was considered for the second time by the Health and Social Protection Commission, as the councillors again failed to support the proposed changes.

At the same time, in late August, the city council had already approved an updated structure, which provided for the elimination of the anti-corruption department as a separate unit and its merger with the executive committee. This decision was criticised by deputy Andrii Yermolaiev, who headed the department.

In September, the NACP addressed Mayor Oleksandr Sienkevych with a recommendation to create an independent and functionally autonomous anti-corruption unit in the city council, stressing the need to ensure its real autonomy and effectiveness in preventing corruption.

What Sienkevych proposes in the new structure of Mykolaiv City Hall

Back in April, Mykolaiv Mayor Oleksandr Sienkevych presented a draft of a new structure of executive bodies, which was developed in accordance with the recommendation of the Ernst & Young audit. The new structure envisages a reduction in the number of key spending units, liquidation and consolidation of departments. At the same time, the mayor's office cannot yet say how much the number of executive body officials and their maintenance costs will be reduced.

At the same time, the draft of the new structure of the executive bodies of Mykolaiv City Council provides for an increase in the number of deputy mayors to seven. It is planned to create the position of vice mayor for digitalisation.

The draft of the new structure of the executive bodies of Mykolaiv City Council provides for a reduction in the powers of district administrations, which will no longer be the main spending units. The heads of the two districts, who are also councillors, publicly reacted to this: Oleksandr Bereza and Hanna Remennikova.

At the same time, it was reported that Mykolaiv Mayor Oleksandr Sienkevych believes that deputies should not combine representative and executive functions, and therefore should not hold positions in the executive bodies of the city council.
