Three educational institutions in the Kobleve community are to be reorganised. Two lyceums will cease to operate as separate legal entities and will be merged into the Kobleve Lyceum.

The Kobleve Village Council has adopted the relevant decision.

According to the document, the Tuzly Lyceum and the Ukrainian Lyceum will cease to operate as separate legal entities. They will be merged into the Kobleve Lyceum, which will become the legal successor to all the property rights and obligations of these institutions.

Following the reorganisation, two branches without legal entity status will be established within the Kobleve Lyceum: the Tuzly Gymnasium and the Ukrainian Gymnasium, which will include a pre-school section.

The «Vasyliok» nursery in the village of Ukrainka will also be reorganised. It will be merged with the Ukrainian Lyceum, where a pre-school department will be established. Once the further reorganisation is complete, this unit will operate as part of the Ukrainian Gymnasium of the Kobleve Lyceum.

The decision states that these changes are being made to improve the quality of education and ensure a more efficient use of the community’s resources.

A special commission will be set up to oversee the reorganisation, which will formalise the transfer of assets, documents and liabilities to the Kobleve Lyceum. The procedure will be finalised once the relevant entries have been made in the Unified State Register.

Separately, the village council emphasised that staff from the reorganised institutions will be offered employment in educational institutions within the Kobleve community, subject to the availability of vacant posts. If there are no vacancies or if staff decline the offered positions, they will be notified of their possible redundancy.

It was previously reported that a «Resilience Hub» will also be built in the Kobleve community to provide psychological and legal support, as well as to deliver training. The construction cost will amount to 12.9 million hryvnias.

Reorganisation of educational institutions

At a session in July, councillors of the Pivdennoukrainsk City Council supported a decision to change the status and rename the Ivanivka Gymnasium. The institution will operate as the Ivanivska Primary School, catering for pupils in Years 1–4.

Furthermore, a decision by the Bashtanka City Council dated 1 June provides for a change in the status of Lyceums №1 and №2 and the cessation of pupil enrolment into Year 10 in the 2026–2027 academic year. According to the document, from 1 September 2027, the «TEMP» Lyceum will change its status and become the Bashtanka Lyceum. It will be responsible for providing specialised secondary education for the community’s senior pupils.

However, parents of pupils in Bashtanka have spoken out against the city council’s decision.

What does the secondary school reform entail?

The upper secondary school reform is part of the nationwide «New Ukrainian School» educational reform. It involves a transition to a 12-year education system and the division of schools into three levels: primary, basic and upper secondary.

Upper secondary school (Years 10–12) is to operate in the form of academic or vocational lyceums. In academic lyceums, pupils will choose study streams — humanities, mathematics, natural sciences, etc. — with in-depth study of specific subjects. At the same time, there are plans to consolidate such institutions, which could lead to the closure of upper secondary classes in small communities and the need for daily transport for pupils.

The launch of the upper secondary school reform at national level is scheduled for 2027. It will mark the next stage in the development of the «New Ukrainian School» educational reform. From this point onwards, Year 9 leavers will be able to continue their studies at academic lyceums, choosing specialised streams and subjects in line with their future careers.

The reform is to be implemented in stages:

  • A pilot scheme will take place in 2025–2026. Over the course of two academic years, selected schools will test the new educational standards, curricula and teaching materials.
  • The transition phase will run from 2027 to 2029. During this period, the upper secondary school model will be gradually rolled out across the country, whilst approaches and curriculum content are further refined.
  • The final phase of the reform is scheduled for 2029–2033 — by which time the senior specialised education system is expected to be fully operational in all regions of Ukraine.
