Over 200 homes have been renovated under the «VidnovyDIM» programme: housing associations have received ₴375 million in compensation

In Mykolaiv, under the «VidnovyDIM» programme, 201 buildings have completed work and submitted documents for reimbursement. Associations of co-owners of multi-apartment buildings (OSBBs) have already received 375 million hryvnias out of the 600 million hryvnias earmarked for compensation.

This was reported by Olga Havelya, head of the Mykolaiv Energy Efficiency Centre, during a briefing on the restoration of buildings in the city, according to NikVesti.

According to her, 761 OSBBs have been established in Mykolaiv, of which 277 have submitted applications for the programme, and these are currently at various stages, ranging from consideration to implementation.

The head of the Energy Efficiency Centre added that applications from around 70 housing associations are currently being processed.

«At the same time, we understand that there have been new shelling incidents, so we are expecting additional applications. In such cases, it is essential to wait for the survey report and the relevant extract in order to submit the most accurate information for processing the application,» said Olha Havelia.

As a reminder, the «VidnovyDIM» programme at is a state initiative by the Energy Efficiency Fund aimed at rebuilding multi-apartment residential buildings damaged as a result of Russian aggression. Under the programme, associations of co-owners of multi-apartment buildings (OSBBs) can receive grant funding for the repair of windows, roofs, facades, utility networks and other elements of residential buildings — up to the full cost of works and materials, with no repayment required. The programme operates throughout Ukraine, except for temporarily occupied territories and areas of active hostilities, and helps to restore Ukrainians’ homes following the destruction caused by the war.

How do I apply for the «VidnovyDim» programme?

The «VidnovyDim» programme helps restore apartment blocks following shelling, covering the costs of work on facades, roofs, windows and doors, floor slabs, building services and emergency repairs. To receive funding, the housing association must correctly prepare the necessary documents and provide photographic evidence of the damage.

Steps for submitting an application:

  1. Check the structural condition of the building. The main load-bearing elements must be repaired or at least have repair plans drawn up, and the relevant documentation must be attached to the application.

  2. Take detailed photographs and videos of the damage. The photos must show all defects in the façade, roof and other shared elements from various angles, both close-up and from a distance. Insufficient or incorrect documentation is the most common reason for applications being rejected.

  3. Prepare a complete set of documents. This should include:

  • a report on the commission’s inspection of the building,
  • an extract from the Register of Damaged and Destroyed Property (RDDP),
  • contracts with contractors, where the numbers and amounts match those in the application.

4. Submit your application via the Energy Efficiency Fund. Once the documents have been accepted, the fund pays a 60% advance, with the remainder paid after the work has been inspected. On average, the review process takes 1–1.5 months.

The Mykolaiv Housing and Utilities Department has reported cases of misuse of «eVidnovlennia» funds

As a reminder, cases of misuse of funds under the «eVidnovlennia» programme have been recorded in Mykolaiv, under which residents are paid compensation for property damaged as a result of the war. In such cases, the money received will have to be returned.

As Ihor Nabatov, First Deputy Director of the Housing and Utilities Department, stated during a briefing on the restoration of facilities in the city, compensation for damaged property is paid in two instalments. Following each payment, a verification process takes place to check that the funds have been used for their intended purpose.

According to him, if it is established that the funds were not used for restoration, they will have to be returned in full. However, there is currently no mechanism in place for this. Ihor Nabatov also reported that of the 3,071 applications approved in Mykolaiv, 1,444 have reached the final verification stage.
