Maternity Hospital №3 has been incorporated into the regional clinical hospital in Mykolaiv

The Mykolaiv Regional Council has merged Maternity Hospital №3 with the regional clinical hospital. In addition, councillors have increased its authorised capital to 5.5 million hryvnias.

These decisions were adopted at a session of the Mykolaiv Regional Council today, 18 June, according to NikVesti.

It should be noted that the regional council’s environmental committee reported that the maternity hospital has outstanding debts relating to salaries and medicines. As of May, the total amount stood at 4 million hryvnias.

At the regional council’s presidium meeting, councillors were informed that the maternity hospital’s chief medical officer had approached them regarding an increase in the authorised capital to 5.5 million.

«There are certain loss-making enterprises that need to be closed down,» commented Anton Tabunschyk, chairman of the regional council.

During the session, councillors voted 44 in favour of increasing the authorised capital of Maternity Hospital №3.

In addition, the regional council approved the reorganisation of the maternity hospital. It has been merged with the Mykolaiv Regional Clinical Hospital. The environmental committee reported that a separate structural unit would be created and all services at the maternity hospital would be retained.

Speaking at the presidium, the chairman of the regional council noted that the reorganisation is the next step towards establishing a hospital network.

«We are taking decisive steps towards establishing a hospital district. This is one of the elements. Every super-cluster facility must have a third-level perinatal centre and a reproductive medicine department, which we are now also beginning to work on. This is a long-term project, but we must start doing it now,» said Anton Tabunschyk.

He also noted that, following the decision, the hospital will be able to apply to the Ministry of Health in late August or early September for approval of the hospital district and hospital network.

«Then, for the coming year, and indeed the next three years, the facilities will have the opportunity to enter into contracts at higher rates, which will increase by an average of several points. This applies to all healthcare facilities in the Mykolaiv region that will be part of the capable network,» added the chairman of the regional council.

It should be recalled that in 2025, medical staff at Maternity Hospital №3 and the Mykolaiv Emergency Medical Service went several months without receiving their salaries. The delay in paying medical staff’s salaries was attributed to the fact that the contract with the National Health Service of Ukraine was signed later than planned. The debts were settled in March 2025.

In January 2026, it emerged that Maternity Hospital №3 was not receiving sufficient funding from the National Health Service of Ukraine due to the critical demographic situation in the city. The facility required additional funding from the city budget.

Subsequently, members of the Mykolaiv City Council supported a decision to reorganise the city’s healthcare network, which involved the creation of a cluster hospital and the transfer of one of the maternity hospitals to the ownership of the region.

On 9 April, at a session of the Mykolaiv City Council, councillors approved the transfer of Maternity Hospital №3 to the region’s ownership. The Mayor of Mykolaiv, Oleksandr Sienkevych, stated that integrating the maternity hospital into the regional hospital was necessary to retain the staff.

On 16 April, councillors of the Mykolaiv Regional Council approved its transfer to regional ownership. On 28 May, the Mykolaiv Regional Council approved the act of accepting Maternity Hospital №3 into the region’s ownership as an integral property complex. The councillors reduced the hospital’s authorised capital to 1,000 hryvnias.
