Mykolaiv Plans ₴16.5M shelter for 500 people in Housing Department building

In Mykolaiv, there are plans to carry out major repairs to the basement of the Housing and Communal Services Department building and to convert it into a shelter. The city council is prepared to spend 16.6 million hryvnias from the city budget on this work.

The Department of Housing and Communal Services of the Mykolaiv City Council announced the relevant tender for the work on 30 June, according to NikVesti.

According to information on the Prozorro system, the estimated cost of the procurement is 16 million 592 thousand 703 hryvnias. Contractors have until 15 July to submit their bids.

The recipient of donations is the NGO “Mykolaiv Media Hub” (EDRPOU 45160758). In response to an information request from NikVesti, the Housing and Communal Services Department explained that the building currently lacks a shelter, so during air raid alerts, staff and visitors are forced to go down to an unequipped basement.

«At present, the Department of Housing and Communal Services lacks a functional shelter for staff and visitors; consequently, there is a need to convert a non-residential basement into a protective structure in accordance with national building regulations,» the response states.

Once the refurbishment is complete, the shelter will have a capacity of 500 people. The department’s staff numbers 76 employees, whilst a further 424 places will be allocated for residents of nearby buildings, staff from neighbouring organisations and passers-by.

The Housing and Communal Services Department also explained that the high cost of the project is due to the scale of the work and the need to fit out all engineering systems in accordance with the requirements for civil defence shelters.

The area of the future shelter will be 743.6 m², of which over 431 m² will be main premises.

The project includes:

  • waterproofing and protection of the basement against groundwater;

  • interior finishing of the premises and the erection of partitions;

  • providing accessibility for people with reduced mobility, including the installation of an electric lift;

  • installation of water supply, drainage, heating and ventilation systems;

  • installation of fire alarm, communication and public address systems;

  • installation of a backup power supply from a diesel generator;

  • fitting out the premises with furniture and equipment to accommodate people for extended periods.

The works are to be funded from the local budget as part of the programme for implementing public investment projects. The total funding under the budget programme amounts to 19.9 million hryvnias.

It should be noted that 20 mobile shelters have been installed in Mykolaiv, whilst the total requirement, as determined by the city authorities, stands at 406 such structures. Consequently, the city is provided with primary (mobile) shelters amounting to less than 5 per cent of the required number.
