«There is no funding, but we are struggling»: Kim on the construction of a neighbourhood for IDPs in Pervomaisk

As of the end of December 2024, there are no funds for the construction of a new residential complex in Pervomaisk, Mykolaiv region.

This was announced by Vitalii Kim, head of the Mykolaiv Regional State Administration, during a press conference on 30 December, according to NikVesti.

A project for the construction of a residential complex has already been developed, he added. The work may take almost seven years.

«Construction of housing for our IDPs in Pervomaisk. The project is ready. Unfortunately, there is no funding for it now, but we want it to appear. Perhaps we will build in stages. We won't be able to build it all at once, we won't spend that much money to build all 26 apartment blocks. But this is a priority. We are fighting so that we can start this project and so that we can distribute even more apartments,» said Vitalii Kim.

Residential neighbourhood in Pervomaisk

The construction of a residential neighbourhood for IDPs in Pervomaisk requires UAH 3.3 billion. Currently, there are no funds for the construction of a new residential neighbourhood, so this project has been added to the DREAM digital system.

A total of 26 apartment buildings are planned to be built there. They will be intended only for temporary residence of IDPs and will not be transferred to the ownership of apartments, Valentyn Haidarzhy, deputy head of the Mykolaiv Regional Administration, told NikVesti.

In general, the construction of the neighbourhood for IDPs involves four stages of work:

  • The first stage — the construction of 5 houses with 338 apartments, with a total cost of ₴741.3 million. It is expected that 1259 residents will live there.
  • Phase II — the construction of 3 buildings for 195 apartments with a total cost of ₴368.8 million. It is expected that 726 residents will live there.
  • Phase III — the construction of 12 buildings with 780 apartments, with a total cost of ₴1.4 billion. It is expected that 2904 residents will live there.
  • Phase IV — the construction of 6 buildings for 390 apartments with a total cost of ₴769.8 million. It is expected that 1452 residents will live there.

Later it became known that the project is to be implemented in several stages, and negotiations are underway with representatives of Denmark and other countries that can provide funds for its implementation.

However, for almost two years, none of the investors and international partners have expressed a desire to finance the construction of the residential neighbourhood, said Yevhen Skarlat, deputy head of the urban planning and architecture department of the Mykolaiv Regional State Administration.

According to the project, the construction of a new residential complex in Pervomaisk could take almost seven years. However, the regional authority expects to build a new residential complex twice as fast — in three years.
