«One of the priority issues is for children to go to school». What steps is Nechayane community taking in the direction of reconstruction

In the Mykolayiv region, 26 communities were included in the list of UTC located in areas of hostilities. The Nechayane rural territorial community is no exception. It, like most of the territories of Mykolaiv Oblast, suffered as a result of Russian aggression.

NikVesti found out what changes took place in the Nechayane UTC from February 24 last year, and what steps the community is taking today in the direction of recovery.

Population before and during full-scale war

Today, the territorial community includes 8 villages and 5 settlements, and the total population before the full-scale invasion was 4,502 people, the Nechayane village council reported.

Today, 4,415 people live in the settlements of the community. Based on this, the population index of UTC has almost not changed. However, it is worth noting that 1,146 internally displaced persons are currently registered on the territory of the Nechayane community.

UTC damage due to shelling

As noted in the Nechayane village council, during the full-scale war in the village community, 53 objects were damaged or destroyed.

«Health care facilities — 3, non-residential facilities — 8, educational facilities — 1, residential buildings (apartments) — 41,» says the response to the information request.

As you know, on July 6, 2022, the village of Nechayane was subjected to massive shelling. At night, the Russian occupiers attacked civilian infrastructure. The village council building, 6 private residential buildings, a local shop and 10 vehicles were damaged.

As NikVesti reported in the Nechayane village council, the damage assessment of the damaged and destroyed property in the territory of the community as a result of the Russian aggression has not been carried out until now.

At the same time, a number of objects have already been restored through humanitarian aid and at the expense of the regional budget.

— If we talk about the Nechayane Lyceum, the UN was involved in the reconstruction there. We are restoring the Nechayane cultural center with our own resources, we are rebuilding the administrative building of the village council, which was also damaged, with our own funds. The foundation also helped us restore the outpatient clinic, unfortunately, I don't remember which one, says the head of the territorial community Mykola Vivchar.

Thus, according to the public procurement system ProZorro, the Nechayane village council has already held three tenders for the repair of part of the damaged administrative building for a total of 1 million 596 thousand hryvnias.

The customer spent 2,000 hryvnias on the examination of the estimate documentation, and another 9,280 hryvnias on the development of project documentation.

The ongoing repair of the village council building itself will cost the Nechayane community 1 million 585 thousand hryvnias. Contractors must complete all specified works by December 31 of the current year.

«eVidnovlennia»: the effectiveness of the program in the Nechayane community

During the period of operation of the «eVidnovlennia» program, only two residents of the community submitted applications for compensation for damages caused by Russian aggression.

«1 application was rejected (voluntary refusal), 1 application was given compensation (159,051.12 hryvnias),» Nechayane village council reported.

The situation with shelters

Today, only 2 shelters operate in 13 settlements of the Nechayane community: anti-radiation shelters and the simplest one. According to the data provided by the village council, today the community plans to repair another anti-radiation shelter.

— Project documentation has been prepared and funds have been provided in the local budget for the capital repair of 1 public utility company. Work is underway on the production of project documentation for the new construction of another shelter, —says the response to the request.

As NikVesti found out, the village council has already held a tender for the construction of a new anti-radiation shelter in the Nechayane Lyceum. The customer will spend 99,680 hryvnias on this.

After the construction of a protective structure at the lyceum, the leadership of the territorial community plans to restore the face-to-face format of education in Nechayane.

— We have three schools in the community. All schools are now working online, there is no offline education. We are planning to go to face-to-face training after the repair of the shelter in the Nechayane Lyceum. This is one of our priority issues — that children go to school for face-to-face education, — Mykola Vivchar notes.

Renaming the Unwanted

The Nechayane village of the Nechayane village community was included in the list of those that do not correspond to the lexical norms of the Ukrainian language, in particular, those related to Russian imperial policy (Russian colonial policy). Thus, the National Commission for the Standards of the State Language by its decision No. 230 recommended Mykolaiv Oblast to rename the village.

As part of such a decision, the Nechayane village council proposed public discussions to determine the future name of the settlement. Discussions were supposed to last a month — from October 2 to November 2 this year.

However, already on October 24, a document was published on the official page of the Nechayane territorial community, which states that the National Commission for State Language Standards, at the request of the village council, excluded the village of Nechayan from the list of settlements recommended for renaming.

— The National Commission for the Standards of the State Language reports that in view of the Proto-Slavic origin of the word «chayaty» recorded in the etymological dictionary of the Ukrainian language, from which the name of the village of Nechayane comes, in order to preserve the lexical richness of the Ukrainian language and its dialectal diversity, the settlement of Nechayane has been removed from the list villages, towns, cities, the names of which do not meet the standards of the state language, says the document.

Community readiness for winter

Out of 13 settlements, only 2 villages have been gasified — Blahodarivka and Malovarvarivka. According to the village head of Nechayane, Mykola Vivchar, there are no definite plans to supply gas to settlements.

— What plans can we have, if in 2011 the village council developed a project to supply gas to the village of Nechayane. So far, nothing, and now the community will not tolerate it, — he says.
