Unified State Register restored after cyberattack in Ukraine

On Thursday, 9 January, the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organisations (USR) was launched in Ukraine. The register was temporarily inaccessible due to a Russian cyberattack on 19 December.
This was reported by the Ministry of Justice.
The reopening of the USR allows for electronic interaction between government agencies, including the State Tax Service, the State Statistics Service, the Pension Fund of Ukraine, the Ministry of Digital Transformation and other agencies that actively use data from the register.
A number of online services related to the USR are also available again. These include a free search for information in the registry, generating extracts, obtaining the results of administrative services by access code, as well as access to the registry data by public authorities through access identifiers.
It is stated that all functions of the registry have been restored to ensure the smooth operation of state institutions and the provision of services to citizens and businesses.
Cyberattack on the registers
On the night of 19 to 20 December, Ukraine's state registries were subjected to a cyberattack. It has been called the largest in recent times. The registers that are under the jurisdiction of the Ministry of Justice of Ukraine have been temporarily suspended.
As a reminder, certain registration services related to the change of car ownership have been temporarily suspended in Mykolaiv region.
Inna Firsova, First Deputy Head of the Southern Interregional Department of the Ministry of Justice (Odesa), said that the approximate timeframe for the restoration of the registers is 2 weeks.
On 30 December, it became known that the Ministry of Justice had resumed the work of the first three notary registers, which had been suspended as a result of a large-scale Russian cyberattack.
After that, the State Civil Registry Office (SCRO) resumed its work in the system of state registers of the Ministry of Justice, which allows registering marriages, births and other acts of civil status.
Overall, the number of cyberattacks on Ukraine increased by almost 70% in 2024. During this time, 4,315 attacks were recorded, compared to 2,541 a year earlier.
