Another ₴8 million to be spent on repairing Industrialna Street in Mykolaiv before the New Year

Mykolaiv's Department of Housing and Communal Services plans to spend another 8 million hryvnias to repair the road on Industrialna Street, which connects the Namyv neighbourhood with the rest of Zavodskyi district, by the end of 2025.

The relevant tender for «additional services» has been published on the Prozorro portal, NikVesti reports.

It is about repairing the road along Industrialna Street from Yevhena Lohinova Street (formerly Krylova Street) to Proektna Street.

Previously, the Department of Housing and Communal Services had already announced a tender for the repair of this section of the road for 36.9 million hryvnias in August 2025. It was checked by the State Audit Service of Ukraine. The auditors reported that they had found violations and demanded the cancellation of the tender.

In particular, they wrote that the Department of Housing and Communal Services «unreasonably rejected the tender offer» of the second participant, «European Road Construction Company», which offered to perform the work for a lower amount.

That is, the announced cost of the works was initially 36.9 million hryvnias, and during the bidding, the participants offered lower amounts:

• private enterprise «Charitable Foundation «Sovar Group», which won the bid, offered to carry out the repairs for 36 million hryvnias;
• the company «European Road Construction Company» — for 35.6 million hryvnias.

The Department of Housing and Communal Services explained that they had rejected the offer of the European Road Construction Company because the company did not provide clear information in the certificate of information about the person entitled to sign the procurement contract. The auditors believe that the bidder has provided all the documents required by the tender documents and there are no grounds for rejecting the bid, and therefore the Housing and Communal Services Department should cancel the tender.

However, the Department of Housing and Communal Services disagreed with this conclusion and appealed to the Mykolaiv District Administrative Court, which is currently considering the case. They added that «the consideration of the tender proposal was carried out in strict compliance with public procurement legislation».

As of December, the Housing and Communal Services Department paid 33.6 million hryvnias to a contractor for the repair of the road along Industrialna Street, according to the Spending analytical system.

This time, a tender was published on the Prozorro website «for additional services» for the same section of the road along Industrialna Street — for 8.2 million hryvnias.

In the explanation to the supplementary agreement, the Department of Housing and Communal Services noted that it would enter into an agreement with the same bidder that won the main tender. It also states that additional works may be procured no later than three years after the conclusion of the main contract, and their price may not exceed 50% of it.

Therefore, the agreement for additional services was signed with the contractor that won the first tender — a private enterprise «CF «Sovar Group», owned by Mykolaiv Regional Council deputy Serhii Shulhach.

The company «CF «Sovar Group» was registered two years ago in Mykolaiv, according to the YouControl analytical system. This is not the first time the company has received budget contracts, having concluded agreements totalling 287.8 million hryvnias over the years.

Serhii Shulgach has run for local government on several occasions. In 2010, he was a member of Mykolaiv City Council from the «Party of Regions», in 2015 — from the «Nash Krai» party. And in 2020, Serhii Shulhach was elected as a deputy of the Mykolaiv Regional Council from the party «Propozytsiia».

Artem Sapozhnyk, deputy director of the Department of Housing and Communal Services, explained in a comment to NikVesti that the additional agreement was signed because after the start of the repair of Industrialna Street and the dismantling of the old roadway, it turned out that the scope of work was actually larger.

«I'm not a technical expert, so I can only say that these are the additional works that were discovered during the execution of the main contract. The contract was for the routine repair of 36 kilometres of road along Industrialna Street. This was the main contract under which the contractor worked. But in the course of the repairs, when they started preparing the base, they discovered additional work that had not been calculated under the main contract. It was impossible to calculate. That is, when we formed the terms of reference for the first procurement, we could not know what was there when we started milling and so on,» said Artem Sapozhnyk.

The contractor will have time to use the funds, he added, as the road repairs along Industrialna Street have been completed.

«The end of the year is the end of the contract. He will have time to complete the work because, in fact, most of the additional work was completed immediately after the end of the main contract. So, in fact, there are no longer any significant works left to be done. Because if you've driven there, you've seen that the road has already been paved. That is, all the major works that needed to be done have been completed. Both under the main contract and under the additional contract,» explained Artem Sapozhnyk.

The repair of Industrialna has been going on for 5 years. What is known?

Previously, the Department of Housing and Communal Services said that they would complete the repair work on the road on Industrialna Street in Mykolaiv by the end of 2025. They added that this would help relieve traffic from the Namyv neighbourhood.

As you know, repairs to the road along Industrialna Street have been ongoing in parts for five years. In August 2020, the contractor began repairing the asphalt pavement of the long-suffering Industrialna Street. The city council's Department of Housing and Communal Services awarded the contract to Odesa-based «Leader». For 5.3 million hryvnias, the contractor was to repair the road from Kabotazhnyi Uzviz Street to Krylova Street (now Yevhena Lohinova Street). The repair plan included the dismantling of the old asphalt concrete pavement, the installation of a new one, and the repair of water and sewerage wells.

A month later, the asphalt pavement on a part of Industrialna Street was repaired, as reported by Mykolaiv Mayor Oleksandr Sienkevych. He drove along the repaired street and showed how it looked. The rest of the street was to be repaired in 2021.
