In Mykolaiv, there are plans to approve a three-year programme to repair fire safety systems in high-rise blocks of flats. Currently, there are 52 high-rise blocks in the city equipped with fire-extinguishing and smoke-extraction systems, but only nine of them are in working order.
A draft resolution to this effect has been submitted to the executive committee of Mykolaiv City Council for consideration.
The document states that in 43 high-rise buildings, the fire-extinguishing and smoke-extraction systems are not working due to their long period of use, the physical wear and tear of the equipment, and a lack of funding for repairs and maintenance.
The city council emphasises that faulty systems pose a risk to people.
«The poor technical condition of fire protection systems poses a risk of fires and other man-made emergencies, prevents the timely evacuation of residents and the early-stage suppression of fires, thereby increasing the risks to the lives, health and property of residents in blocks of flats,” the document states.
To address this issue, a Programme to Improve Fire and Man-Made Safety in Multi-Occupancy Residential Buildings for 2027–2029 has been developed.
The total funding for the programme is planned at 83.2 million hryvnias. Of this, 37.6 million hryvnias are to be allocated from the budget of the Mykolaiv City Territorial Community, with a further 45.6 million hryvnias to be raised from other sources of funding. The specific amounts of budgetary expenditure will be approved annually when the city budget is adopted.
The programme provides for the refurbishment of fire-extinguishing and smoke-extraction systems in high-rise buildings housing municipally-owned premises, as well as the inspection, certification and maintenance of fire-safety systems. There are also plans to carry out awareness-raising activities among residents regarding fire safety rules and what to do in the event of an emergency. At the same time, the procedure for reimbursing the costs of restoring such systems must be approved separately by the executive committee of the Mykolaiv City Council.
It should be recalled that in March, a fire broke out in a flat on the sixth floor in the Korabelnyi district of Mykolaiv. A man died as a result of the incident.
Also, in January this year, a fire broke out in a flat in a two-storey residential building in Mykolaiv. During their search, firefighters discovered the body of a woman born in 1959.
