In Mykolaiv, property management companies are failing to prepare adequately for the heating season, which could lead to heating problems in homes. Photo: NikVestiManagement companies, housing and communal services (HCS) and homeowners’ associations (HOAs) in Mykolaiv are not preparing adequately for the heating season, which is affecting the supply of heat to homes.
This was announced on 25 March during a briefing by Mykola Lohvinov, director of Mykolaivoblteploenergo, according to NikVesti.
According to him, most management companies start preparing for the heating season too late — sometimes only at the end of summer or in autumn. This is often due to a lack of funds and staff, as well as a negligent attitude towards this work.
«Housing and communal services and homeowners’ associations have been poorly prepared for the heating season in recent years. This is often due to a lack of funds and staff, as well as a negligent attitude. Preparations begin too late — sometimes only at the end of summer or in autumn. At the same time, timely flushing of the networks and correct hydraulics ensure normal circulation of the coolant in the building. Furthermore, due to power cuts, the boiler room often has to be shut down and restarted,» said Mykola Lohvinov.
He also added that due to power cuts, the boiler rooms had to be stopped and restarted many times.
«During the heating season, we started and stopped some boiler rooms up to 107 times. Each such restart is effectively a fresh start for the system. Under normal conditions, a boiler room operates continuously: it is switched on at the start of the season and switched off at the end. But when there are constant shutdowns, the operation of the entire system is disrupted. If a building is not properly prepared, it receives heat less efficiently,» noted Mykola Lohvinov.
He emphasised that preparation for the heating season is critically important. It determines whether residents will receive heat on time and of the required quality, as well as whether there will be any breakdowns or heat losses.
«The main losses occur due to uninsulated internal building networks — in basements, on roofs and in other places. This should not be the case. There are clear instructions on how to prepare a building for the season, and they must be followed,» he added.
Mykola Lohvinov emphasised that preparing for winter is the responsibility not only of the heat supply company but also of the building owners. The stability of the heating season depends on their work.
Earlier, Mykola Lohvinov, director of Mykolaivoblteploenergo, noted that overall the company had managed the heating season quite effectively, despite the blackouts. But the next heating season could be worse, as the war and shelling continue and it is unclear what to expect.
It should be noted that in Mykolaiv, residents owe 385 million hryvnias for heating, of which around 185 million is in arrears.
