Residents of Mykolaiv owe ₴385 million for heating

Residents of Mykolaiv owe 385 million hryvnias for heating, of which around 185 million is in arrears.

This was announced on Wednesday, 25 March, during a briefing by Mykola Lohvinov, director of Mykolaivoblteploenergo, according to NikVesti.

According to him, as of 31 January 2026, the population’s overdue debt stands at 185 million hryvnias, whilst the remainder consists of current payments.

«Unfortunately, the public’s debts are very significant. We are working on this: there are relevant services, courts and enforcement proceedings. As of 31 January 2026, the public’s overdue debt stands at 185 million hryvnias. All other debts are current. We urge the city’s residents to pay their heating bills on time, as this covers repairs, a stable heating season, staff wages and other expenses. This winter, everyone felt that it was cold, for the first time in many years. At the same time, homes remained warm, despite issues with tariff setting,» said Mykola Lohvinov.

He added that the total amount of debt currently stands at 385 million hryvnias, but is expected to reach 453 million hryvnias as of 1 April.

«The total debt stands at 385 million hryvnias, and as of 1 April, it is expected to reach 453 million hryvnias. But these are current debts. Current debts, which are two months overdue. As of today, the total amount of debt stands at 453 million hryvnias, of which the overdue debt as of 31 January is 187 million hryvnias. It is precisely this debt that is being dealt with by our department responsible for recovery — through the courts, court orders and judgments. At the same time, there are quite a few people for whom legal action is not necessary; a timely reminder is sufficient. For example, when an automated call informs them of the debt, they pay it,» noted Mykola Lohvinov.

In total, in 2025, the company sent 31,900 notifications to consumers with heating arrears.

«In every building, there are residents who pay on time and those who are in arrears. Furthermore, since the start of the full-scale invasion, some people have left and, for some reason, believe that if they do not live in the flat, they do not have to pay for heating. At the same time, the flat remains their property, and they must pay for it. For example, in 2025 we sent out 31,900 notices — that is the number of customers who have any arrears,» added Mykola Lohvinov.

As a reminder, the municipal utility Mykolaivoblteploenergo owes Naftogaz 800 million hryvnias. As a result, the Mykolaiv-based company, like other heat supply companies in Ukraine, may have its accounts frozen. Consequently, Oblteploenergo may be unable to take delivery of 15 cogeneration plants that donors are transferring to the city.

Mykola Lohvinov, director of Mykolaivoblteploenergo, noted that overall, the company had managed the heating season quite effectively, despite the blackouts. However, the next heating season may be worse, as the war and shelling continue and it is unclear what to expect.
